Description
THIS IS A PRE-SOLICITATION SYNOPSIS.� THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS.� THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION.� The Federal Bureau of Prisons (BOP) anticipates issuance of solicitation 15B51021B00000001 for the award of a firm-fixed-price construction contract for a project entitled Expand Central Chilled Water, Phase 1 and Phase 2 at Federal Correctional Institution (FCI) La Tuna.��FCI La Tuna is a Federal Correctional Facility located at 8500 Doniphan Road, Anthony, TX 79821.� The project consists of furnishing all equipment, materials and labor for the complete construction of the work.� The project requirements are described in the Specifications for Phase 1 and Phase 2, Drawings for Phase 1 and Phase 2 and all other attachments. � Access to the attachments will require an active beta.SAM.gov vendor registration (log in).� If you encounter problems accessing these documents, please contact the Federal Service Desk at 866-606-8220. The performance period for the project will be 365 calendar days from issuance of the notice to proceed for the base bid and option 1 (Phase 2) if awarded, would result in an additional 365 calendar days from the time of award.� The Government reserves the right to award all or none of the items solicited.� Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project combining the base and option 1 lies between $5,000,000 and $10,000,000.� (NOTE: This range is 1 of 8 mandatory ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range.� It merely conveys that the estimate/budget lies somewhere within that range.) The contract award price is subject to available funding and a determination of fair and reasonable pricing. The solicitation documents will be posted on approximately May 11, 2021.� The solicitation will be distributed solely through beta.SAM.gov.� Hard copies of the solicitation will not be made available.� The website provides download instructions.�All future information about this solicitation, including any amendments, will also be distributed solely through this website.� Interested parties are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action. The NAICS code for this requirement is 238220 (Plumbing, Heating, and Air Conditioner Contractors) with a corresponding small business size standard of 16.5 Million. IMPORTANT:� Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered at beta.SAM.gov.� This is a 100 percent small business set-aside.� In order to qualify for award, your business size metrics information entered in your registration must be less than or equal to the size standard specified above (see provision 52.219-1 in the Representations & Certifications section of your registration and view the table therein listing NAICS codes and your indicated business size relative to the assigned NAICS code above). Each bidder�s beta.SAM.gov registration will be reviewed to confirm that your business size meets the small business size standard requirement.� All bidders are urged to review their registration to confirm whether they are considered a small business for the assigned NAICS code above.��This synopsis is intended only for those who would be entering into a Prime contract with the FBOP.� The FBOP does not award subcontracts.� Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor.� The FBOP has no privity of contract with subcontractors.
