COMBINED SYNOPSIS/SOLICITATION #:��� N0017821Q6807 � Submitted by: Suzanne Gibson NAICS Code:� 334111 FSC Code:� 5830 Anticipated Date to be published in beta.SAM.gov:� 26 April 2021 � Anticipated Closing Date: 3 June 2021 Contracts POC Name:� Suzanne Gibson Email Address:� suzanne.gibson@navy.mil Code and Description:� 58 - Comm/detect/coherent Radiation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.��� Synopsis/Solicitation N0017821Q6807 is issued as a Request for Quotation (RFQ).� The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18.� The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System.� This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), has a requirement for a Public Access (PA) System based on the Statement of Work (SOW) in Section C of the SF18, drawings and deliverables.� Please provide a quote in accordance with the procedures below. Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.� The order shall be firm fixed price.�� All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing.� Award will be made based on Lowest Price Technically Acceptable. Site Visit:� Required Site visit is scheduled for Thursday, 13 May 2021 at 1:00PM EST.� The meeting location will be at 4045 Higley Rd, Building 1480 � Lobby.� Escort will meet you there.� There will only be one Government sponsored site visit.� � Pre-Registration: Please provide a notice of intent to attend the site visit no later than 6 May 2021.� Please include the following for each individual who will be attending: full name, company name, and whether the individual is a US Citizen.� The government will do its best to pre-register individuals in time for the site visit but there is no guarantee of this; thus, all individuals should be prepared to check-in the regular way upon arrival. SECNAV Form 5521-1 (Vetting Form): If an offeror or their sub has not been vetted before, or it has been more than 30 days since they were last vetted and approved, then SECNAV 5512-1 Form will need to be submitted. On the form, you may identify Procurement Specialist Name, Suzanne Gibson, as the Base Sponsor, 540-653-0311.� After submission of the SECNAV 5512-1 Form, an offeror may then contact the Pass Office to ensure they are cleared to enter the base. Instruction on who to submit the completed vetting forms to for review will be provided when you provide notice of intent to attend the site visit. Please not review and approval can take up to a week so please sent notice of intend ASAP. Request for Information (RFIs): Offerors who determine that the technical and or contractual requirement of this RFQ require clarification(s) in order to permit submittal of a responsive quotation/proposal shall submit all questions in writing.� All inquiries must be made in writing and shall be submitted via email to Procurement Specialist, Suzanne Gibson, suzanne.gibson@navy.mil, no later than 20 May 2021 by 12:00 PM EST with inquiries attached as a Word document (no tables please).� Do not submit the same inquiry more than once.� Please verify inquires submitted and not duplicated.� Please verify that inquiries are submitted by you on behalf of your subcontractors are not duplicates. A response will be published via an amendment. In order to be eligible for award, firms must be registered in the System for Award Management (SAM).� Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 3 June 2021, no later than 12:00 p.m. EST with an anticipated award date by 24 June 2021.� LATE PROPOSALS WILL NOT BE CONSIDERED.
