Pre-Solicitation Notice number:75N98021R00011 Sources Sought notice number: HHS-NIH-OLAO-CMSSDA-SSN-2020-01 Intramural Research Program (IRP) Core Lab and External Vendor Catalog Platform NAICS Code: 518210 THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL FOR COMPETITIVE PROPOSALS. The National Institutes of Health (NIH), Office of the Director, on behalf of the Center for Cancer Research, National Cancer Institute, intends to solicit and negotiate on a non-competitive basis with only one source, the Assay Depot/Scientist.com.� The cited authorities are 41U.S.C. 253(c)(1), as set forth in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.� The anticipated period of performance is a one-year base period with four (4) one-year option periods. The purpose of this contract is to acquire a dedicated, searchable, web-based, software platform that will enable the 23 Institutes and Centers (I/C) of the NIH Intramural Research Program to share their internal research resources, technologies, and expertise available across the NIH IRP and conduct market research utilizing a database of thousands of external service providers. As part of the long-term strategic planning for the IRP, the Advisory Committee to the NIH Director (ACD) in 2014 recommended enhanced scientific interactions between I/Cs, including sharing of core labs and other shared research resources across all IRP I/Cs. To comply with the NIH ACD's recommendation, the IRP needs a platform that enhances both the visibility and sharing of research resources, technologies, and expertise available through over 170 centralized core labs. The platform shall also include research services available through a majority of external vendors. The ability to simultaneously query capabilities of internal and external vendors will allow IRP investigators to make side-by-side comparisons for the best source selection. Direct comparisons with external vendors will also enable IRP administrators and core labs to focus on providing new and emerging technologies rather than services available at a comparable or lower cost through external vendors. The appropriate annotation of external vendors for certifications such as small business, accreditations, such as Clinical Lab Improvement Amendments (CLIA), Public Health Service Assurance (PHS), and existing NIH contract or procurement vehicles can also increase compliance with NIH and Federal Acquisition Regulations (FAR), and streamline the procurement process for the IRP. �� Capability statements submitted in response to this notice that do not provide sufficient information for review will not be considered.� This is NOT a Request for Proposals (RFP), and responses should NOT include budgetary information.� Respondents to this notice shall provide capability statements, maximum of 25-pages, no later than 12:00 p.m. EST on May 12, 2021 to William H.
