Description
This is a SOURCES SOUGHT NOTICE for market research purposes. This is not a solicitation, request for proposals, or request for bids. No award will result from this Sources Sought Notice. This notice does not constitute any form of commitment by the Government. The Government is not obligated to reimburse or otherwise pay for any costs associated with your response to this Sources Sought Notice. �� The purpose of this market analysis is to gain knowledge of potential qualified 8(a) Alaska Native Corporation, Native Hawaiian Organization, or tribally owned firms working under North American Industry Classification System (NAICS) Code 236220 � Commercial and Institutional Building Construction in Virginia and adjacent jurisdictions. The small business size standard is $39.5 million. Responses to this Sources Sought Notice will allow the Government to make appropriate acquisition decisions. �� General Description of the Design-Build Requirement The Washington Headquarters Services (WHS) requires design-build services for the Horizontal Cable Replacement project located at . The existing telecommunications networks and infrastructure is ; therefore, requires new and upgraded horizontal and backbone cable distribution infrastructure and the subsequent replacement of all IT networks, telephone, CATV/CCTV and all other telecommunication system-cabling (all Open Systems Interconnection (OSI) Layer 1) present within the facility. The design-build contractor must produce a 100% design and IFCs to upgrade the backbone support structure, cable and cable management from the existing Telecommunications Rooms (TRs) to the Equipment Rooms (ERs). Some of the design work product is classified at the SECRET level of protection. The project also includes the design of all horizontal cabling and cable support structures (cable tray, j-hooks etc.) from all Work Area Outlets (WAOs) to the IT services through the TRs to the ERs, inclusive of all patch panels, horizontal cables, connectors, faceplates, support structure, and management, fiber and copper jumpers, to existing switches in the TRs. This project must ensure the provisioning of a comprehensive and integrated design using recently constructed TRs within the facility. This design must include distribution support for a variety of network systems and technologies. The following is a partial list of the disciplines associated with and their client activities. The Contractor�s design must ensure the proper application of cabling and termination support for these technologies. Specific network systems and technologies vary from zone to zone. Technologies associated with this facility include, but are not limiting: Backbone (Single-mode) Non-classified Internet Protocol (IP) Router (NIPR) (OM3) Top Secret/SCI Network CCTV (Camera) Secure IP Router (SIPR) (OM3) CATV (Unclassified and Classified) (COAX and OM3 fiber) Facility Related Control Systems (FRCS) (OM3/Cat 6) Public Address (Multi-pair Shielded) Telephone (Plain Old Telephone System [POTS], Digital, and Voice over IP [VoIP]), (OM3, Cat 6) The facility is a secure, controlled-access facility in the National Capital Region. The design-build contractor must accommodate complex logistics requirements for people and materials. The project area for the design consists of three floors each with five hallways connected by three cross hallways. The project will also include the design and installation of a new Audio Visual (AV) system for the federated Network Operations Center (NOC), within the facility. A DD254 is associated with this requirement. Most project data is Controlled Unclassified Information (CUI). Some project data is classified. A facility clearance suitable to safeguard and generate documents and data classified as SECRET is required for the design-build contractor. The design-build contractor must have the capability to generate materials and designs classified as SECRET. Some design-build contractor personnel may require a SECRET, TOP SECRET and/or TOP SECRET/SCI fully adjudicated clearance to access technical information related to design work. The contractor must provide escorts with appropriate clearances for some project personnel. Individuals attending the pre-proposal conference and site walk may be required to hold a fully adjudicated SECRET clearance. The estimated magnitude of construction is within the range shown at the Defense Federal Acquisition Regulation (DFARS) 236.204(i) between $10,000,000 and $25,000,00.� The estimated projection duration is 730 calendar days after receipt of Notice to Proceed. The Contractor must conform with all contract requirements and all applicable local, state, and federal laws and regulations while carrying out the construction process for this project.� This includes paying all fees, and obtaining all permits required for the work. Business Characteristics and Capability Questions If your firm is interested in this requirement, please provide a response the the following questions about your business and business capabilities. Your response should not exceed 10 pages. The SBA letter certifying your Bona Fide Place of Business is not counted in the page count. BUSINESS CHARACTERISTICS: Please provide the name of your business or joint venture; address, point of contact name, phone number, and email address. Provide a CAGE Code and DUNS for the business. What is your bonding capacity per contract?� What is your total bonding capacity? Business size status as an 8(a) Alaskan Native or tribally owned firm. Acknowledgement of an active or current DoD Industrial Facility Security Clearance sufficient to safeguard SECRET documents and information. Acknowledgement of active and current SECRET, TOP SECRET and/or TOP SECRET/SCI fully adjudicated personnel. Please provide a copy of your letter from the SBA certifying your firm has a Bona Fide Place of Business in Pennsylvania, West Virginia, Virginia, Maryland, or the District of Columbia. The SBA letter certifying your Bona Fide Place of Business is not included in the page count. BUSINESS CAPABILITIES: Describe current capabilities to provide staffing in accordance with the above Summary of Work, inclusive of specific capabilities for telecommunication design and installation. Describe experience with design of telecommunication and audio/visual (A/V) systems, asbestos abatement services, installation of basket-style cable tray in existing facilities, installation of horizontal cable distribution, installation/termination/testing of communications cables (fiber and copper), and construction within a restricted access Government facility. Provide examples of projects completed involving a Registered Communications Distribution Designer (RCDD) where a telecommunication design was performed and constructed. Provide examples of projects completed involving Audio/Visual systems design and integration. Explain how quality assurance/control on a complete telecommunication project was managed with the customer actively involved during the design and construction phases. Describe current capabilities with receiving, storing, and generating classified materials (please include levels of classification cleared to handle). Describe current capabilities escorting uncleared personnel in restricted access facilities where classified material is stored (please include levels of clearances and quantities of cleared escort personnel). Describe experiences planning this type of project as described from maintaining a schedule, while taking into account escort requirements for overseeing uncleared personnel working within a restricted access facility. Describe experiences with managing construction activities for this type of project as described, from maintaining a schedule, while taking into account areas within the construction site being contaminated with asbestos containing (ACMs). Describe experiences mitigating schedule slippage on similar projects to ensure that the contract completion dates were met.
