- Introduction The U.S. Forest Service (USFS), East Zone, is issuing a Sources Sought to gain knowledge of the capabilities of the Small Business Community interested in contracting to provide construction services.� These construction services would primarily consist of facilities repair and construction services. The work performed may include new work, additions, alterations, or maintenance and repairs across the state of South Carolina. The NAICS Code for this procurement is 236220� Commercial and Institutional Building Construction.� The small business size standard is $39.5 Million. This is a Sources Sought announcement and is for information/market research purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. About the Forest Service Established by Congress in 1905, the mission of the Forest Service is to sustain the health, diversity, and productivity of the nation�s forests and grasslands to meet the needs of present and future generations. We manage public lands in the form of national forests and grasslands, provide technical and financial assistance to state and private forestry agencies and make up the largest forestry research organization in the world. About the Project The USDA � Forest Service, Francis Marion and Sumter National Forests has a requirement for a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for construction projects at multiple locations throughout South Carolina. The IDIQ contract is designed to provide the Government with a contract vehicle that will allow for additional services to be ordered by the Government as needed and required but cannot be reasonably determined in advance. The scope of work for this contract includes a broad range of facility maintenance, repair, and construction projects. Contractor shall furnish all labor, supervision, materials, equipment, transportation, and incidentals to perform work in accordance with all terms, specifications, conditions, and provisions of this solicitation, and task order statements of work. Construction-trade projects may include but are not limited to; new construction or renovation work on buildings, bathhouses, restrooms, campsites, pavilions, docks/piers, work centers, and administrative buildings at Forest Service sites.� The Contractor is responsible and required to perform multi-disciplinary new construction, historic renovation, repair/remodeling/rehabilitation, remediation and/or demolition work using these trade workers. The work may include ancillary work including but not limited to: site work; drainage;� utility systems; painting; repair and/or replacement of sidings, stairs, doors, skylight, flooring (carpet, tile, vinyl); carpentry; repair and replacement of concrete masonry, sidewalk, slab, stem walls; repair, resurface, or seal coat roads and/or parking lots; remove, replace, or repair light fixtures; install fire alarm systems and/or security systems; fencing; welding; roofing; plumbing; HVAC; mechanical; electrical; and other similar types of facility construction, maintenance, repair and modification work. These services may be required across all Region 8 and 9 forests and grasslands. This may include forests and grasslands in the following states Alabama, Arkansas, Florida, Georgia, Idaho, Illinois, Indiana, Kentucky, Louisiana, Maine, Michigan, Minnesota, Mississippi, Missouri, New Hampshire, North Carolina, Oklahoma, Ohio, South Carolina, Tennessee, Texas and Virginia, West Virginia, and Wisconsin. Delivery Method������� After IDIQ contracts are awarded, work will be issued firm-fixed-price task orders on a competitive basis. The basis for award of the task orders will generally be on lowest price, but may be conducted through a best value process if the complexity of the work requires additional technical evaluation. Contract Value� The Government anticipates shared contract ceilings of $15 Million for approximately five IDIQs. � Historical data shows that the majority of task orders would be under $250,000.� However, it is likely that under these new IDIQs, individual task orders could be valued up to $3 Million.� Requirement Attached is a draft of the Statement of Work for the IDIQ. Responses Responses to this sources sought shall include the following: (a)� Company Name (b)�� Address (c)�� Point of contact (d)�� Phone and email (e)�� DUNS number (f)�� Bonding Capacity (per contract and aggregate) (g)� Type of small business, e.g. Services Disabled Veteran Owned Small Business, 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business, or Small Business HUBZone business.� Firms shall be certified in the in the System for Award Management (SAM) located at https://www.sam.gov/. (h) Listing of your construction experience within the last 5 years where you were the prime contractor for work of similar type and scope. Include contract numbers, titles, locations, dollar amounts and a brief description.� Limit of 5 projects. Interested small businesses shall submit the response by email to Primary Point of Contact no later than the time indicated on the Contract Opportunity webpage. Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
