- 1. The Army Contracting Command � Detroit Arsenal (ACC-DTA) is conducting market research to determine the businesses and contractors capable of providing depot level repair and conversion services for the AH-64 Apache Gun Turret Actuator. The proposed contract action will result in a firm-fixed price (FFP) two-year requirements contract. The Gun Turret Actuator, NSN: 1005-01-221-0436, Part Number: 2-7525-2, is to be repaired and converted to NSN: 1005-01-603-0601, Part Number: 2-7525-2. Triumph Actuation Systems is the sole owner of the proprietary technical data necessary to convert, or otherwise required to repair the turret actuators. The technical data rights needed to repair this item are proprietary to Triump Actuation Systems. To date, the contractor has no interest in selling; and, no other sources have expressed an interest. 2. There is no risk for participating in the survey. Your participation is strictly voluntary with no obligation incurred by the United States Government (USG). The USG will in no way be bound to this information if a solicitation is issued. However, this is an important opportunity for you to influence the development of requirements, budget requests, and the full range of other elements supporting the acquisition strategy for this program. This survey, and all information herein is for informational planning purposes only, and does not constitute a ""Request for Proposal, or Invitation for Bid"", nor is it to be construed as a commitment by the USG. 3. Proprietary Information: The USG acknowledges its obligations under the Federal Acquisition Regulation 3.104-4 to protect confidential information provided by the Government (18 U.S.C. �1905). Pursuant to this statute, the USG is willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this survey and to protect such information from unauthorized disclosure, subject to the following: Qualifying data must be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the Government is clearly notified as to exactly what data so qualifies. - Mark only data that is truly confidential. - Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. - Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: ""PROPRIETARY PORTION BEGINS"" and ""PROPRIETARY PORTION ENDS."" 4. Disclaimer: The USG is not obligated to protect unmarked data. Nor is the Government obligated for like data in possession of third parties or for data which is afterwards placed in the public domain by the contractor or by third parties through no fault of the USG. Should the USG need to reproduce the protected data for distribution purposes between other Government offices, all such data will be reproduced with restrictive legends in place. 5. Technical Data Package (TDP) is not available for this item as it is Source-Controlled. The USG is attempting to use this survey information to determine if any additional contractors have access to the TDP and could become qualified service vendors. Access to the original equipment manufacturer (OEM) TDP is mandated for this requirement. Note: No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. All portions of this market survey are merely for market research purposes. Response to this survey is voluntary and no reimbursement is to be expected for any costs associated with providing information in response to this market survey. Data submitted in response to this market survey will not be returned. 7. Instructions for Responding to this Market Survey: Interested parties should respond electronically by email and be in one of the following three formats: Microsoft Word, Microsoft Excel, or Microsoft PowerPoint. PDF versions of these types of documents are also acceptable. All of the administrative and survey information requested below. Your email response must include in its subject the phrase, ""Repair of AH-64 Apache Gun Turret Actuators"" and your company's name. Due to email system limitations, your response must not exceed a total file size of three and one half (3.5) megabytes. If your response is larger, you may use multiple email messages. However, be sure to clearly identify the total number of messages included in your submission. Vendors must be registered in the System for Award management (SAM) and are invited to submit a capability statement. 8. If your company has repaired or upgraded the AH-64 Apache Gun Turret Actuators for the United States Government, please provide the name of the requiring activity and the contract number(s). 3. What is your company's maximum monthly repair capability and the production lead time required to begin deliveries of the AH-64 Apache Gun Turret Actuators after repair? 4. Does your company have access to the TDP owned by Triumph Actuator Systems of Yakima, Washington? 5. Have you ever been awarded a contract from the USG as a prime Contractor to develop, repair, or upgrade components of the AH-64 Apache Gun Turret Actuators identified in Table-1?
