- Description
- The United States Special Operations Command (USSOCOM) Directorate of Procurement intends to negotiate on a sole source basis with Sierra Nevada Corporation (SNC), Denver, CO. The Government�s requirement, Integrated Tactical Mission Systems (ITMS), is to provide aircraft revisions to the MC-130J and AC-130J platforms. The aircraft revisions are based on the need for a special mission system (SMS) suite capable of integrating and automating SOF tactical mission systems (TMS) with no or minimal impact to the core C-130J based Operational Flight Program (OFP) software.� The SMS suite requirement intends to fully integrate and automate a SOF TMS defensive countermeasures suite (DCM), without impacting core aircraft controls and displays. The purpose of this procurement action is to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for eight years to SNC, Cage Code 4EXW5. The IDIQ contract will provide the requisite technical expertise and capabilities to integrate and automate the platform�s mission systems in an OMS/UCI architecture framework. A sources sought synopsis (SSS) was publicized as required by DFARS 206.302-1(d) on September 17, 2020. There were two responses to the H92408-20-R-0001 posting.� An analysis was performed on the white papers submitted by the two respondents, as well as already-known vendor capabilities identified through current and ongoing market research. Based on an engineering analysis of the white papers received, one vendor responding to the SSS was deemed non-capable of supporting this requirement due to lack of access to the required proprietary data necessary for this effort. The other vendor responding to the SSS was deemed capable of its own unique proprietary contribution to ITMS including the C-130J aircraft and legacy mission systems and current on-going SOF mission systems that will require the development of an open systems architecture with a universal data messaging interface.� USSOCOM has determined that SNC, and no other supplier, can meet unique proprietary requirements of this effort. All software must undergo full qualification testing in a System Integration Lab (SIL) to include regression and flight testing on a SOF configured AC/MC-130J.� The required aircraft level integration must include systems engineering, systems architecture, and publications management. Additionally, the ability to perform specific SOF C-130J engineering analyses, field level engineering and technical support. Companies must have access, and the ability to perform work in a facility and with personnel cleared at the Secret classification level, at minimum. The Government anticipates awarding one individual contract related to this announcement. All responsible sources may submit a proposal that shall be considered by the agency.
