- THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Acquisition Operations Branch, Denver, Colorado, intends to award a single source purchase order with Nemont Telephone Co-operative, Inc., DBA Nemont, located in Scobey MT. DESCRIPTION/BACKGROUND Bureau of Reclamation intends to sole source contract with that Nemont for shared Cisco VoIP services at our Yellowtail Office located in Montana. The site currently has Nemont services installed which includes analog trunks and analog business lines which is neither reliable nor cost effective. The existing service should be upgraded to an Integrated Services Digital Network (ISDN) Primary Rate Interface (PRI) T1 circuit with caller-id. The service provides dial-tone for external calls and a back-up for internal VoIP calls. The service is necessary for the functionality of the office. NAICS 517311; Wired Telecommunications Carriers, size standard 1,500 employees. Market research indicates that only Nemont can offer the required Cisco VoIP services at the Yellowtail Office in Montana. The statutory authority for other than full and open competition is FAR 13-106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Mr. Jason Motala at jmotala@usbr.gov within five (5) days of this notice. Any information received will be treated as market research information towards future similar or same requirement. Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposal.
