Description
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY.� Program Executive Officer, Land Systems (PEO LS) Marine Corps Air Command & Control and Sensor Netting (AC2SN) intends to negotiate a Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) type contract on a sole-source basis with SCI Technologies Inc., (SCI) 13000 South Memorial Parkway, Huntsville, AL 35803 for the procurement of lifecycle support services for the TOCNET Generation 4 (G4) Unified Voice Management System (UVMS). This effort is expected to be awarded in the second quarter of Fiscal Year 2022 for five one-year ordering periods. The proposed contract action provides for the lifecycle support activities needed to upgrade and sustain the TOCNET G4 UVMS within the Common Aviation Command and Control (CAC2S) hardware and software baseline and requirements. These activities include engineering services and associated software updates and software documentation deliverables. TOCNET G4 is a commercial off-the-shelf (COTS) product that meets Marine Corps CAC2S requirements.� Naval Surface Warfare Center (NSWC) Crane issued a Request for Information (RFI) to Federal Business Opportunities under Solicitation Number N0016417SNC37 for tactical voice communications technologies applicable to the CAC2S System Subsystem Specification (SSS) requirements in order to seek a replacement for the Digital Switching Unit (DSU).� �NSWC Crane competitively procured TOCNET G4 systems for integration testing purposes in June 2018. Based on the results of the integration testing, Program Management Office (PMO) AC2SN conducted a Preliminary Design Review on 22 Feb 2021 and determined that TOCNET and its SoftCAU application provide the ability to integrate and/interface with other tactical radio systems and voice networks to enable CAC2S to fully meet the CAC2S Increment II Capability Production Document requirements. The proposed contract would ensure that SCI software continues to be maintained and updated to ensure compliance with CAC2S requirements.� SCI is the Original Equipment Manufacturer (OEM) of the TOCNET G4 COTS hardware and software application and has the proven technical ability to provide the required software maintenance services and upgrades needed to support CAC2S.� Furthermore, SCI retains the necessary rights in technical data, and rights to the TOCNET and SoftCAU source codes.� As such, the Government does not own the required rights to the TOCNET and SoftCAU source codes to support a competitive procurement. Obtaining another source for support of the TOCNET and SoftCAU source codes through full and open competition would create unacceptable delays in fulfilling the agency�s requirements and result in the duplication of costs that could not be recovered through competition.� Due to the extent of integration and testing conducted thus far of TOCNET G4 within the CAC2S hardware and software baseline, the time required to conduct a competition and award a replacement to the DSUs would be approximately three years. �� THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.""� Unless stated herein, no additional information is available. �Responsible interested parties may submit a capability statement, which must be received by the Government within fifteen calendar days after the date of the publication of this synopsis, in which they identify their interest and capability to respond to this requirement.� The Government will consider all information received by the response date.� A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.� All submissions become Government property and will not be returned. Contractors are advised that the Government will not pay for any information or administrative costs incurred in response to this notice of intent.� The North American Industry Classification System code is 541511 � Custom Computer Programming Services.
