- N00164-21-S-NB62��� � REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � Provision of AN/SLQ-59 System Spares and Spares Repair - PSC 5998 - NAICS 334511 Issue Date: 27 April 2021 � Closing Date: 27 May 2021 � 3:00 PM EST The Naval Surface Warfare Center, Crane Division (NSWC Crane) located in Crane, Indiana is conducting market research for vendors with the technical capabilities to provide AN/SLQ-59 system spares supply and spares repair to support existing AN/SLQ-59 systems and maintain U.S. Navy Fleet readiness. �NSWC Crane intends to award a sole source contract to Lakenheath Electronics Design, Bethesda, MD. This effort will be conducted on a sole source basis In accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition includes the following: a lack of sufficient technical data, duplicative cost to the Government that the Government expects will be non-recoverable through use of competition, and unacceptable delays in fulfilling the agency requirement through any other source. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 213.104, the Government is seeking companies with the capabilities to meet the requirements as described herein, mitigating the sole-source basis cited above.� Contractors with the capabilities and facilities to provide provision of AN/SLQ-59 spares and spares repair may provide information to indicate their intent and capability.� The following Lowest Replaceable Units (LRUs) are being sought: Remote Interface Unit (RIU)�� ����������������������������������� PN: 574594-845��������� Microwave Power Module Controller (MPMC)�������� PN: 574594-920��������� Power Entry Module Controller (PEMC)������������������� PN: 574594-190 System Interface Unit (SIU) Assembly ���������������������� PN: 574594-825 SIU SYNC Pulse Generator ���� ����������������������������������� PN: 574594-211 SIU Internal Cables���� ����������������������� ����������������������� PN: 460043 MC4����� The Remote Interface Unit (RIU, PN 574594-845) provides communication interface to Heat Exchanger and EA Enclosure(s). RIU activates or deactivates the Heat Exchanger (PN G382822-2) via control signals from the Control & Display or System Laptop via the System Interface. RIU provides Heat Exchanger power/fault status to the Control & Display or System Laptop. The Microwave Power Module Controller (MPMC, PN 574594-920) provides an interface between the Single Board Computer (SBC) in the Digital Chassis and the controlled modules in the RF Chassis. The MPMC accepts a 100 BaseT Ethernet link and converts Ethernet communication to a powered RS485 serial link which is daisy chained to the other controlled RF Chassis modules and the PEM Control module. The MPMC module executes commands received to control and monitor the MPM array including digitization of four signals from detectors on the TX antennas fed by the MPMs. The Power Entry Module Controller (PEMC, PN 574594-190) controls the Electronic Attack Unit three power supplies. The PEM Controller also monitors the status of the power supply and reports this status to the Single Board Computer (SBC) via the RS485 communications bus. Since the PEM Controller is responsible to control and monitor the status of the power supply, it is not possible for the PEM Controller to be powered by the power supply. It is instead powered by a +5VDC power supply residing in the PEM Switch Assembly which remains powered at all times, permitting the CDU to communicate with the PEM Controller directly via a 100 Base T Ethernet port. The System Interface Unit (SIU, PN 574594-825) provides distribution of communications between units by distributing system control and data information between the Control & Display, EA Enclosure, System Laptop, and Remote Interface in support of the AN/SLQ-59 system. An electrical power connection to the ship is the only connection between the System Interface and any existing ship system. Single mode, fiber optic cables connect the System Interface to the Remote Interfaces, allowing for distribution of control and data communications to remote locations on the ship. A copper cable connects either the Control & Display or the System Laptop to the System Interface. The System Interface maintenance access is from the front. The Lowest Replaceable Units (LRUs) for the assembly are the sync pulse generator PN: 574594-211, AC-DC power converter PN: RW50S/28-AF, and the industrial Ethernet switch PN: MIL316-SSSS. Interested parties must be properly registered in the Government System for Award Management database (SAM) and the Joint Certification Program (JCP) to receive the controlled attachment.� Interested parties may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the internet at www.sam.gov. This is a Request for Information/Sources Sought Notice (RFI/SS) announcement to determine the availability and technical capability of businesses to provide the required services.� Additionally, this notice is being published with the intent to conduct market research, determine the availability of small business concern participation as either prime or subcontractors and promote competition. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/SS does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract.� The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response.� Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Respondents will not be notified of the results of this sources sought notice. The information obtained from submitted responses may be used in development of an acquisition strategy and future solicitation. When/if the Government issues a solicitation for this effort, interested parties will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this sources sought.
