- VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C260-21-AP-3049 Contracting Activity: Department of Veterans Affairs, RPO West, NCO-20 in support of Portland VA Medical Center. 2237: 648-21-3-9961-0233. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Portland VAMC has an urgent requirement to replace all Olympus BF-Q180 endoscopes due to an FDA recall. These scopes are critical in nature and will directly impact Veteran care if not replaced as soon as possible. EST Cost: $128,141.25 with trade-in allowance. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Due to an FDA recall, all Olympus BF-Q180 endoscopes cannot be used and are affecting Veteran care. Olympus is providing a trade-in credit of $10,000.00 per endoscope toward the new Olympus BF-Q190 scope and have all the required replacement scopes in-stock and ready to expedite their replacement. It is in the best interest of the Government to sole source this requirement to the large business Olympus IAW FAR 13.106-1(b). Description of market research conducted and results or statement why it was not conducted: Due to the urgent nature of the requirement, minimal market research was performed. Trade-in allowance and availability of the replacement scopes were verified. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
