Description
The purpose of this notice is to announce the USN/USMC Future Vertical Lift (FVL) Programs formation of a Model Based System Engineering (MBSE) Interface Control Working Group (ICWG).� This announcement is intended to solicit interest from those parties (government and industry) who wish to voluntarily participate in the working group in collaboration with the USN/USMC FVL Programs and other NAVAIR stakeholders.� ICWG participants are not entitled to award of, or special consideration for, any future contracts.� Attendees will participate at their own expense.� Industry participation will not be compensated by the Government.� The USN/USMC FVL Programs� MBSE ICWG will provide an early venue for Government and industry partners to collaborate in the exchange, evaluation, and incorporation of MBSE approaches including dependent teams and disciplines. The USN/USMC FVL Programs� use a systems model as the technical basis for contracting the performance, functional, and interface requirements of a USN/USMC FVL system-of-systems. In order for our integrators and suppliers to effectively respond with robust and cost-effective design solutions which meet or exceed those requirements, we must be speaking with compatible model syntax and semantics across our model based processes and specifications. The Government managed USN/USMC FVL Programs� systems model will serve as the integration point at which a platform�s operational and systems requirements and the cross cutting processes that define the programs� systems engineering processes meet with those of our integrators, suppliers, and operationally integrated platforms. To demonstrate completeness in support of safely and effectively delivering capability, it is vital that our models and their elements are aligned and compatible in both semantics and syntax.� The purpose of this ICWG is to manage the USN/USMC FVL Programs� systems model interface dependencies to ensure the successful integration of the models, which compose the overall USN/USMC FVL system-of-systems. The MBSE ICWG is responsible for the development and control of interfaces between the USN/USMC FVL managed system model elements and those of integrators, suppliers, supporting government models, or operationally integrated platforms.� This ICWG will focus on interfaces that enable the integration of MBSE models developed and managed within and across USN and USMC FVL platforms.� This ICWG will NOT focus on the interfaces of the systems captured in the MBSE model.� The role of the ICWG extends to defining or refining the methodologies necessary to develop and control these model interfaces. In addition to government and major integrators, commercial industry suppliers are encouraged to participate, as well as those commodity program offices who may be responsible for Government Furnished Equipment (GFE) components or subsystems that may satisfy a set of requirements and interfaces allocated by the integrator using a system model. For the current acquisition phase of the program, participation in the ICWG is open to all systems engineering thought leaders across the Government and industry, independent of contract, with the goal of maximizing the open and free exchange of ideas and approaches amongst participants for incorporation in the program�s MBSE approach. The USN/USMC FVL Programs desire maximum industry participation in the working group. �The USN/USMC FVL Programs are actively collaborating with other DoD programs and NAVAIR enterprise MBSE initiatives. While the goal is to harmonize MBSE approaches to the greatest extent possible throughout the enterprise, the USN/USMC FVL Programs will continue to adapt and refine an MBSE approach that best enables the programs� systems engineering, acquisition, and sustainment strategies. How to Join Participation in the ICWG will require that participants have an account on the Vertical Flight Integrated Development Environment (VF IDE).� The USN/USMC FVL team uses the VF IDE as the primary tool for MBSE team collaboration.� To initiate registration and join the ICWG, please provide the Government Points of Contact below with the following information: Company Name CAGE code / DUNS number Company Address, and Place of Performance Address Point of contact, including: name, title, phone, and email address Describe your company�s ability to manage, secure and transmit information up to the CUI level. This MBSE ICWG will be supported by Government contractor personnel (CSS).� While serving in a supporting role, the information exchanged during the MBSE ICWG will be reviewed by CSS. �CSS contracts include FAR clause 52.203-16, Preventing Personal Conflicts of Interest, which prohibits the use of non-public information accessed through performance of a Government contract for personal gain.� Please contact the Chairperson below with any concerns related to CSS.
