- Amendment 0001 (April 27, 2021): Combined Synopsis/Solicitation W912DR21R00019 is hereby amended to provide official responses to requests for information (RFIs) and to extend the response date and time from 7-May-2021, 11:00 AM EST to 12-May-2021, 11:00 AM EST. All other terms and conditions remain unchanged. See the attachment for RFIs and responses for additional details. Please note there are two outstanding RFIs that the Government intends to provide answers to NLT tomorrow, 28-Apr-2021. =============================================================================================== CONTRACT INFORMATION: In accordance with the Brooks Act, FAR Subpart 36.6, AFARS 5136.6 and U. S. Army Corps Engineers Acquisition Instruction (UAI) 36.6, the U.S. Army Corps of Engineers (USACE) Baltimore District (NAB), contemplates the award of a single $100M-capacity, Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC)�for Architect-Engineer (A/E) services for the design of new facilities to complete East Campus within Fort Meade, MD to include East Campus Building 5 (ECB5), a new parking structure, and supporting campus infrastructure. The ordering period will be five (5) years from award. All task orders awarded under this A/E IDIQ will be FFP.� The maximum value of any single task order will not exceed the capacity of the IDIQ at the time of the task order issuance. This requirement will be procured under Full and Open Competition. This contract will be used to support the design efforts for the construction of ECB5 which will be a multi-functional secure facility of approximately 900,000 gross square feet for approximately 3000 � 4000 people.� Supporting parking will be included for 90 percent of the final projected population of required staff.� Parking will include a multi-level parking structure for the majority of the ECB5 occupants, parking integral with the facility, as well as surface parking adjacent to and accessed from the entry/exit roadway that services the multi-level structure. The specific requirements for the main facility revolve around Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems. ECB5 is an FY24 Design Bid Build MILCON project with the planned use of the Early Contractor Involvement (ECI) strategy. The estimated magnitude for construction of ECB5 is over $500,000,000. The award will be made under North American Industry Classification System (NAICS) code 541330, Engineering Services, with a small business size standard of $16.5M in average annual receipts. Anticipated award date of this A/E IDIQ contract is September 2021. To be eligible for a contract award, a firm must be registered in the System for Award Management (SAM) at https://www.sam.gov. Foreign Ownership must be disclosed for all contractors and subcontractors. Contractors and/or subcontractors shall be U.S. citizens. Inherently governmental functions will not be performed by contractors per FAR Part 7.5. Organizational Conflict of Interest. In accordance with FAR 9.505-1, FAR 9.505-2, and FAR 9.505-4, the A/E firm (and/or team) will be precluded from proposing on the resultant construction contract for ECB5. Additionally, firms may be precluded from follow on procurements for East Campus construction contracts and other services related to work performed under this A/E IDIQ contract pending a determination of the extent to which the firm provided services for this effort in accordance with FAR 9.505-1. This determination would be made by the Contracting Officer. PROJECT INFORMATION: The anticipated scope of A/E Services includes a broad range of multi-disciplinary A/E services for planning, design, construction phase services, construction management and commissioning support services limited to new construction, alterations, renovations, maintenance and repair, and minor construction projects. Work products may include the preparation of full design plans and specifications issued for construction as well as the preparation of Design Build Requests for Proposal documentation. Collaborative design progression with construction contractors is anticipated. In addition, the requirements for this contract may include, but are not limited to unique requirements for: �Highly complex mission critical computer and data facilities with reliable, redundant support systems; Innovative and architecturally complex facilities with a requirement for a fully integrated, self-contained corporate campus meeting the operational and support service needs of a specific business line; Integration of extensive, robust, internal communication networks into building systems architecture; Sensitive compartmented information facilities, including certified shielded enclosures. Armory with storage and locker space; Non-medical dry-laboratory facilities with special purpose equipment; Facilities with highly complex and innovative audio-visual and graphic display and other sensory components integrated to support intelligence mission execution; Robust Department of Defense anti-terrorism/force protection (AT/FP) design criteria and construction standards; Complex Life Safety and fire protection design of mission critical facilities, Campus wide transportation improvements; and Sustainable design using an integrated design approach and emphasizing environmental stewardship, with experience in energy efficiency, use of recovered materials; waste reduction; reduction or elimination of toxic and harmful substances in facilities construction and operation; efficiency in resource and materials utilization; development of healthy, safe and productive work environments, and employing the LEED evaluation and certification method. Upon award of this IDIQ, Task Orders will be issued during the ordering period of the IDIQ. Each task order will have its own schedule and period of performance.� Task Order scope of services will be developed by the Government and will be evaluated by the Government to determine fair and reasonable pricing based on level of effort required to successfully complete the scope of services in accordance with FAR 16.5. � 1. SELECTION CRITERIA: The selection criteria are focused on identifying the most highly qualified firm to design ECB5 and work with the Government and the Construction Contractor in an ECI acquisition strategy. �The offeror (and its subcontractors) must demonstrate its qualifications with respect to the published evaluation criteria below. Evaluation and selection will be based on the most highly qualified firm upon evaluation of the selection criteria stated herein. � Following an initial evaluation of the qualification and performance data submitted, the firms determined to be the most highly qualified to provide the type of services required will be chosen for interviews or presentations. Each of the primary selection factors will be evaluated to see if firms have demonstrated experience and capabilities in Early Contractor Involvement or Construction Management at Risk (or collaborative experience working with construction firms), with those who have the experience and capabilities being given extra consideration within the factor. The most highly qualified firms will have demonstrated collaborative team behavior throughout their organization. Selection of firms for interviews or presentations and the ultimate selection of the most highly qualified firm for negotiations shall be made based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include the following primary factors in descending order of importance:� (1) Specialized experience and technical competence to include experience with the Intelligence Community and doing full designs of C4ISR facilities like ECB5; (2) Professional capabilities, including effective partnerships in collaborative design processes such as ECI or Construction Management at Risk; (3) Past performance on contracts as it relates to similarities of work in terms of complexity, scope, and size; cost control, quality of work, customer satisfaction; adherence to schedules; and team continuity; (4) Capacity to meet schedule, scope, and budget on projects of similar size; and (5) Knowledge of the locality of the project.� Secondary factors will be employed as ""tie-breakers"" among firms that are deemed technically equal, and will only be used, if necessary, in determining the most highly qualified firms. The following secondary factors are listed in their respective order of importance: (1) Small Business Participation Plan (SBPP); and (2) Geographic proximity. The A/E selection procedures will be in accordance with FAR 36.6, A/E Services; DFARS 236.6, Engineering Pamphlet (EP) 715-1-7, and local guidance. Interviews will be conducted in Fort Meade, MD for A/E firms identified by the Selection Board.� Given the complex nature of ECB5 and the use of the ECI strategy, the A/E firm ultimately awarded this IDIQ contract shall provide space within their office(s) to enable 3 -5 Government and/or ECI Contractor personnel to be collocated with them during the ECB5 design development. Separate from the SBPP, the most highly qualified offeror (if other than a small business) selected to enter into negotiations will be required to submit a subcontracting plan meeting the requirements of DFARS PGI 219.704-5. The subcontracting plan shall reflect and be consistent with the commitments offered in the SBPP and the subcontracting goals outlined in the subsequent RFP. At present, the Government anticipates a subcontracting goal of 20% of the total subcontracted dollars for small businesses. Factor 1 - Specialized Experience And Technical Competence: The firm must demonstrate, in order of importance, specialized experience and technical competence to include: (1) integrated design of large, complex C4ISR facilities in accordance with Intelligence Community Directive 705 (ICD 705), larger than 300,000 SF, and at least $200M in construction costs; (2) design of buildings with redundant power and cooling building systems; (3) design of large structured parking facilities with at least 1000 parking spaces; (4) experience in construction manager at risk projects (CM@Risk), Integrated Design-Bid-Build (IDBB), or Early Contractor Involvement (ECI), and experience addressing the collaborative effort required between the A/E and the selected preconstruction services contractor; and (5) successful preparation of DBB or DB design packages. Firms shall provide up to seven (7) projects (to include non-DoD and commercial projects) completed within the last ten (10) years, demonstrating their experience in the types of projects and products as described in Section 1: Project Information and in Factor 1 above. The projects presented as examples shall be completed work (i.e., completed DBB or DB RFPs and/or design documents) with construction either complete or substantially complete ( i.e. at least 75% complete). The ten-year timeframe will be measured from the date of construction completion. At least two (2) of the seven (7) projects must demonstrate CM@Risk, IDBB, or ECI acquisition and extra consideration will be given if additional projects are provided using this acquisition strategy. The description for each project shall identify the acquisition method used on the project, the firm�s involvement/role in the project (i.e. were they involved with the entire project or just one aspect/discipline), the work completed (i.e. development of DBB or DB RFP, Designer of Record, etc.), the amount of construction completed, the design-to cost per the contract and the final/most recent construction costs, as well as the firm�s proposed role in the AE IDIQ. All projects provided in the SF330 must be completed by the office/branch/regional office/team member actually proposed to manage and perform the work under this contract and must demonstrate the effectiveness of the proposed project team (including subcontractors). If the Offeror is a joint venture (JV), relevant project experience should be submitted for the joint venture if shared experience is available; if no shared experience is available, offerors may submit projects performed by either joint venture partner. However, each joint venture partner must submit at least one project that shall demonstrate experience from each firm. For submittal purposes, a task order on an IDIQ contract is considered a project as is a standalone contract award. Do not list an IDIQ contract as an example of a completed project. Instead, list relevant completed task orders (For multiple task orders that cover multiple project phases, each task order will be considered one project.), or standalone contract awards that fit within the definition above. Examples of project work submitted that do not conform to these requirements will not be evaluated. Factor 2 - Professional Capabilities: Offerors will be evaluated on professional qualifications and competence of the proposed key personnel to provide services to accomplish the work required under this contract. The firm must have registered and licensed personnel, either in-house or through consultants, in the following list of disciplines: Project manager, architect, landscape architect, interior designer, civil engineer, traffic engineer, electrical engineer, structural engineer, mechanical engineer, fire protection engineer, quality assurance/quality control, planner, scheduler, communications engineer, Anti-Terrorism/Force Protection (AT/FP)/blast engineer, environmental engineer, geotechnical engineer, cost estimator/cost engineer, commissioning specialist, land surveyor, survey crew, and certified industrial hygienist. Key personnel will be evaluated based on education, training, registration, certifications, overall and relevant experience, experience with projects using Early Contractor Involvement or Construction Management at Risk (or collaborative experience working with construction firms), and experience working with other proposed key personnel, and longevity with the firm. The list of key disciplines (required registration/license in parenthesis) include the following: Program Manager, Project Manager (PE or RA), Architect (RA), Mechanical Engineer (PE), Electrical Engineer (PE), Fire Protection Engineer (PE), Structural Engineer (PE), Anti-Terrorism/Force Protection (AT/FP)/Blast Engineer, Civil Engineer (PE), Communications Engineer (PE and RCDD), Interior Designer (Certified or Licensed ID), Cost Engineer (see below), Commissioning Specialist (PE and an additional certification listed below), and Lead Sustainability Specialist.� The availability of an adequate number of personnel in the key disciplines shall be presented to ensure that the firm can design ECB5 and potentially work simultaneously on multiple task orders in the required timeframes. The offerors shall identify and provide the resumes of the design leader and one alternate for each key discipline proposed for the ECB5 team. Given that ECB5 will be the main effort of this IDIQ and the ECI acquisition of ECB5, the continuity of these key disciplines throughout the design, permitting, pre-construction services, and construction phases are critical. Up to two (2) additional resumes per key discipline may be provided as alternates for ECB5 or for other potential task orders. Post award staffing changes for any task order shall require Contracting Officer approval. The SF330 shall clearly indicate the primary office for each proposed discipline. The Program Manager shall demonstrate programmatic experience similar to the planned ECB5 project delivery approach. The Program Manager will be expected to work with the Government to meet the overall program goals, including delivering the project within budget and schedule and working collaboratively with the larger team and construction contractor. The Project Manager and shall be either a licensed professional engineer (PE) or a registered architect (RA) and demonstrate experience leading large, complex projects of similar type, scope, and complexity as ECB5. The Architect shall be a registered architect and demonstrate experience leading large, complex projects of similar type, scope, and complexity as ECB5. The Mechanical Engineer shall be a licensed professional engineer and demonstrate experience with designing complex mechanical systems to support significant equipment heating loads, redundant cooling systems and central utility plant design. The Electrical Engineer shall be a licensed professional engineer and demonstrate experience with designing significant equipment loads, to include prime power and low-voltage systems, redundant power systems for emergency power, and central utility plant design. The Fire Protection Engineer shall be a registered fire protection engineer (PE), and shall have a degree in Fire Protection Engineering from a university accredited by ABETT (http://main.abet.org/aps/accreditedprogramsearch.aspx).� The name of the accredited university shall be referenced in the resume provided. The Structural Engineer shall be a registered professional engineer (PE) and demonstrate experience in designing new construction for multi-story secure office buildings for Government agencies. The ATFP/Blast Engineer shall be a licensed professional engineer or registered architect and demonstrate experience with and training related to compliance with Department of Defense AT/FP policy standards and specifications, i.e., UFC 4-010-1, and heavy-load foundation design. The Civil Engineer shall be a licensed professional engineer in the state of Maryland and demonstrate experience in storm water management design, site design, and specific experience �in preparing permits and leading coordination for storm water and erosion and sediment control with Maryland Department of Environment (MDE).. The Communications Engineer shall be a licensed professional engineer and Registered Communication Distribution Designer (RCDD) and demonstrate experience with data center design The Interior Designer must be certified by the National Council of Interior Design Qualifications (NCIDQ); licensed interior designer, or licensed architect with training in interior design and experience in designing headquarters facilities. The Cost Engineer shall be a certified cost professional (CCP), certified estimating professional (CEP), Certified Cost Consultant (CCC), Certified Cost Engineer (CCE), or have comparable certification (a PE is not considered comparable certification but is a plus). Cost Certification by American Society of Professional Estimators or Association for the Advancement of Cost Engineering, International (AACE) will be viewed favorably. The Cost Engineer shall demonstrate experience with conducting detailed cost analyses at all design phases, as well as experience with cost estimating software, specifically MII. Additional experience with cost-loaded schedules, collaborative experience with construction contractors, and construction industry estimating tools is a plus. �Cost Estimating and the Cost Engineer discipline is critical to the success of a project executed with the ECI strategy.� The firm shall identify if the Cost Engineer discipline is in-house or a subcontractor. If the Cost Engineer is a subcontractor, the firm shall identify if they are a small business and the number of personnel available in the discipline as well as any other additional cost estimating resources that are available either within the Prime offeror�s firm or via other subcontractors to ensure adequate depth and capacity within this discipline to support the ECB5 project. The Commissioning Specialist shall be a licensed professional engineer and be certified by one of the following organizations: Building Commissioning Association (BCA), National Environmental Balancing Bureau (NEBB), AABC Commissioning Group (ACG), or Association of Energy Engineers (AEE). Any individual that has been the subject of disciplinary action by respective commissioning organizations within the five years preceding Contract Award is not eligible to perform any duties related to Commissioning.� The Commissioning Specialist shall also have documented experience as the lead person responsible for commissioning of building systems of similar type, scope, and complexity and must have worked on at least two LEED certified projects.� Where a single individual does not have the required experience in commissioning of both mechanical and electrical systems, multiple individuals with the necessary qualifications as stated above shall be engaged under the management of a designated Lead Commissioning Specialist. The availability of additional personnel in the key disciplines, and other recommended personnel and/or disciplines for executing A/E services related to this program shall be presented in Section H of the SF330 to ensure that the firm can meet the Customer�s requirements. Section H shall also include information on management�s approach for the ECB5 design to include engaging and fully integrating in-house disciplines with consultants to ensure that designs are in compliance with standards, codes, and construction practices, as well as quality and cost control procedures, sustainability, and value engineering.� Describe the collaboration process to be used on ECB5 and the anticipated interaction with the Government and ECI Contractor to ensure that the project is designed within budget and remains on schedule for construction award. The evaluation of these disciplines will consider education, training, overall and relevant experience and longevity with the firm. All personnel working under the contract must be U.S. citizens. Factor 3 � Past Performance: Offerors shall submit past performance evaluations on projects from Factor 1 and a current point of contact via Contractor Performance Assessment Reporting Systems (CPARS) evaluations and/or past performance questionnaires (PPQs) in the combined Naval Facilities Command (NAVFAC)/USACE format. CPARS and/or PPQs shall be included in the Offerors SF330 submission in the order the projects are presented. Other information provided by the firm, customer inquiries, Government databases, and other information available to the Government including information from the points of contact provided by the offeror will be considered.� � NOTE: For non-DoD and commercial project examples cited, the PPQ format shall be used to obtain past performance information for consideration by the selection board. The firm may provide three (3) additional past performance evaluations for projects other than those listed under Section F; however, no more than ten (10) total shall be provided. Factor 4 � Capacity: Firms must demonstrate their ability to meet schedule, scope, and budget on projects of similar size; and outline the available capacity of disciplines to execute the design of ECB5 during an ECI acquisition strategy. This discussion will include a narrative detailing the collaboration process to be used on ECB5 and the anticipated interaction with the Government and ECI Contractor to ensure that the project is designed within budget and remains on schedule for construction award. The firm shall indicate the full potential value of any current IDIQ contracts and other contracts to ensure that the firm has sufficient capacity to develop the ECB5 design and is not spread too thin. Factor 5 � Knowledge of the Locality: Firms will be evaluated on their familiarity with the USACE Baltimore District area of responsibility (AOR) and design work in support of the Intelligence Community (IC). Additional consideration may be provided to those firms that demonstrate experience with work at Fort Meade, Maryland, and/or the Maryland Procurement Office (MPO). The firms shall discuss their knowledge of geological features, climatic conditions, local construction methods, agency coordination, permitting, and local laws and regulations. The firms shall discuss their knowledge of coordination with Fort Meade as well as the Maryland Department of Environment (MDE).� Secondary Factors. The secondary factors will be employed as ""tie-breakers"" among firms that are deemed technically equal, and will only be used, if necessary, in determining the most highly qualified firms. The secondary factors are listed in their respective order of importance. Factor 1- Small Business Participation Plan (SBPP): All firms (both large and small businesses) regardless of size status shall demonstrated their planned small business participation for this requirement. Offerors will be evaluated in terms of their ability to successfully meet the small business participation target goals through collective small business participation from any type of small business or sub-category small business. The SBPP will be measured as a percentage of the total anticipated contract effort, regardless of whether the firm is a prime contractor, subcontractor, or joint venture partner; the greater the participation, the greater the consideration. � Factor 2 � Geographic proximity: Firms will be evaluated based on their proximity to Fort Meade, Maryland. The main driver of this IDIQ will be the design of ECB5 and response time will be critical. Also identify the location of the office(s) where the A/E firm will enable 3 -5 Government and/or ECI Contractor personnel to be collocated with them during the ECB5 design development. Factor 3 � Equitable distribution of DoD contracts: Special qualifications in the Department of Defense (DoD) include the volume of work previously awarded to the firm by the DoD, with the object of effecting an equitable distribution of DoD A/E contracts among qualified A/E firms including all small business socio-economic categories, and firms that have not had prior DoD contracts. Identify the volume of work previously awarded to the A/E firm by the Department of Defense within the past 24 months. 2. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit three (3) hard copies and one (1) electronic copy with password protection on CD of the SF330, (Part I, Part II) for the prime and all subconsultants; and one (1) electronic copy on CD also with password protection of the Small Business Participation Plan no later than 11:00 AM Eastern Time,�12 May 2021. The password for the CD shall be submitted on its own page immediately following the cover page and CDs shall be labeled accordingly.� The SF330 and the Small Business Participation Plan shall each be submitted as separate files using Microsoft Word (.doc) or Adobe Acrobat (.pdf). All pages to be included in the submission shall include font size 10 or larger. The SF330 Part 1 shall not exceed 125 pages. Each printed side of a page will count as a one (1) page. The page count excludes the cover sheet and letter, tabs, past performance evaluations (PPQs, CPARS), and Part II. Section D (Org Chart), Section G (matrix), Section H may be 11�x 17and will count as one page per printed side. There are no page limitations for any particular section of the SF330. When applying for the ECIPO A/E IDIQ, identify submissions as:� MULTI-DISCIPLINE ARCHITECT/ENGINEER SERVICES FOR THE EAST CAMPUS INTEGRATED PROGRAM OFFICE, BALTIMORE DISTRICT, U.S. ARMY CORPS OF ENGINEERS.
