Combined Synopsis Solicitation Solicitation Number: 36C24921Q0252 Posted Date: April 27, 2021 Response Date/Time: May 20, 2021 at 8:00am CST Set Aside: None NAICS: 221122 PSC: N061 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 Effective 3-10-2021. This solicitation is open to all large and small business entities. The associated North American Industrial Classification System (NAICS) code for this procurement is 221122, with a size standard of 1,000 employees. The James H. Quillen VA Medical Center is seeking replacement of defective circuit breakers. All interested companies shall provide quotations for the following: DEPARTMENT OF VETERANS AFFAIRS James H. Quillen VA Medical Center Statement of Work Replace Defective Breakers Bldg. 115 James H. Quillen VA Medical Center Mountain Home, Tennessee Scope of Work: The scope of this project consists of replacing twelve (12) medium voltage, draw-out vacuum breakers in the main electrical switchgear, building 115, that supplies the entire Mountain Home VA station. These medium voltage breakers showed degradation of mechanical operators during the 3-year breaker testing that occurred in 2019 and are recommended to be replaced due to the criticality of the service. The main distribution medium voltage breakers are obsolete and do not have direct replacements from the original equipment manufacturer, so it will be required that the vendor is capable of a direct replacement that does not require any modifications of the breaker cubicles, bus bars or control wiring, resulting in minimal downtime to complete the breaker replacements. The replacement breakers shall be new and not re-built, remanufactured or repaired. It is the responsibility of the vendor to verify the breakers stated to be replaced are correct and any measurements within the existing switchgear cubicles to determine the proper fit and operation of the direct replacement breakers and any outages required for the verification of measurements is to be coordinated with the COR, with no less than a two (2) weeks notice. The vendor will be required to offer technical assistance with the installation to verify the breakers are installed correctly and are operating correctly, as well as a coordination study to verify correct relay settings for the new breakers. The medium voltage breakers will require a remote racking system so to remove the electrician from any restricted arc flash boundary during the breaker racking operation. The remote racking system must be capable of being used for each medium voltage direct replacement breaker. Due to the criticality and required up time of the station electrical infrastructure, all breaker replacements will be required to take place after hours, which includes Saturdays, unless directed otherwise by a VA representative. The contractor shall coordinate the installation of the breakers with the COR, with no less than a two (2) weeks notice, due to the requirement of the electrical switchgear to be deenergized for the work to be completed. The following table lists the breakers to be replaced as part of this scope of work. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
