- The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. For more information on the MCC, please visit www.mcc.gov. MCC has been working in Indonesia since 2006, helping to improve governance, fight corruption and enhance public health through the MCC Threshold program. �This program, which concluded in December 2010, was designed to strengthen key anti-corruption institutions and to create a more efficient and sustainable immunization surveillance system. MCC�s first, $600 million compact with Indonesia was signed in November 2011. The compact was designed to reduce poverty through economic growth by supporting three of the Government of Indonesia�s (GOI) growth and development priorities: better health and nutrition, procurement modernization, and sustainable energy and resource management. The compact included three projects in these priority areas, and was designed and implemented with a focus on community ownership and innovative, scalable models that would allow for emerging opportunities. The 2011 Indonesia Compact successfully concluded on April 2, 2018. Against this backdrop, on December 11, 2018, MCC�s Board of Directors selected Indonesia as eligible to develop a second compact program. Despite challenges, MCC and the GOI have achieved many successful outcomes through our partnership and will incorporate key lessons learned from the 2011 Indonesia Compact into the design of the new compact program. For example, learning from the first compact program � which was both geographically and sectorally diverse � MCC and the GOI plan to develop a more focused second compact in order to streamline implementation and ensure greatest impact. Beginning with the preliminary analysis phase of compact development, MCC and the GOI, primarily represented by the Compact Development Team (CDT) currently operating under the National Planning Bureau (BAPPENAS), continue to work together to consider geographic and sectoral areas of focus that can then facilitate a more efficient process of stakeholder engagement and a more effective project development and due diligence phase. MCC recognizes that the pursuit of sustainable economic growth and a healthy environment are related. Economic growth that doesn�t adequately address the associated risks related to environmental management can leave the poor particularly vulnerable. MCC�s Environmental and Social Performance (ESP) Practice Group will work with the GOI trough the CDT to integrate internationally-accepted principles of environmental and social performance into the design and implementation of MCC funded programs in an effort to minimize environmental and social risks and enhance environmental and social benefits. MCC seeks an Environmental and Social Performance Advisor (Advisor) to advise the CDT, based in Jakarta, on ESP impacts, risks and opportunities associated with activities that are under development or implementation in Indonesia. The Advisor will assist the CDT�s efforts to integrate recommendations from MCC optimizing environmental and social performance into the design and implementation of MCC funded programs specifically through the elaboration and use of Environmental and Social Management Systems (ESMS) and integration of best management practices into research methods and analysis.�
