Description

This is a PRESOLICITATION NOTICE for Solicitation 75H70121Q00031 for a construction project for the Indian Health Service (IHS).� This project will be procured as a 100% Small Business Set-Aside solicitation under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction.� The associated size standard for this procurement is $39.5 million. The Government anticipates releasing the solicitation on or about mid-May 2021 with proposals due a minimum of 15 calendar days after solicitation issuance.� This date is subject to change.� A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents.� Hard copy documents will NOT be available � all documents for proposal purposes will be posted at https://beta.sam.gov/ for download by interested parties. SUMMARY OF SCOPE OF WORK:� This project is for the construction of a new individual advanced treatment septic system on fee land in Cowlitz County, WA.� The proposed septic system is to consist of a two-compartment 1,500 + gallon trash & dose tank, 500 gallon/day NuWater Advanced Treatment Unit (ATU), approximately 75 linear feet of 4� solid sewer pipe, approximately 100 linear feet of Schedule 40 2� PVC transport pipe, and 192 linear feet of gravelless chamber drainfield. All excavation and backfill to be included in costs. The contractor is responsible for utility locates and necessary construction permits. This project will provide sanitation facilities to a private home owned by a member of the Cowlitz Tribe. Upon completion, the facilities will be transferred to the homeowner. The system will be operated by the homeowner. LOCATION OF PROJECT:� 534 S Silver Lake Road, Castle Rock, WA 98611-9356; Cowlitz County. TERO: TERO fees do not apply. CONSTRUCTION DURATION:� Period of Performance is 45 calendar days after issuance of a Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000. SITE VISIT:� An organized site visit is not planned, however, interested parties are urged and expected to visit the site by contacting the homeowner directly.� Contact information to be provided upon issuance of the solicitation. CONTRACT TYPE:� The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. This solicitation will be procured as a Request for Quotations (RFQ) in accordance with FAR Part 13 and 36 procedures with Lowest Price Technically Acceptable evaluation criteria.
