- PRESOLICITATION NOTICE- Renovate Warehouse for Pandemic Preparedness, 589A4-20-158 Scope of work: Scope of work: The General Description: Renovate Bldg. 14 - existing pre-engineered metal building warehouse to raise approximately 6000 sf of roof and add 3800 sf of mezzanine/upper level storage space in the west half of an approximately 12,500 sf single-story structure. Work is to be phased to allow for uninterrupted use of the warehouse during demolition and construction. Work includes interior renovation of the warehouse related to upgrading the building envelope to meet current energy codes and VA directives for humidification and upgrading of the HVAC system. Upgrading of data cabling to meet VA directives, upgrade electrical distribution and new lighting are also included. Work also includes rebuilding an existing 1500 sf controlled-access room at the west end of the Warehouse for drug and controlled substance storage controlled by Pharmacy. PROJECT SPECIFICS: Three primary phases have been identified for completion of the project: 1. Installation of new superstructure for roof framing and installation of new roof, demolition of CMU/concrete interior rooms and demolition/renovation of portions of the mechanical and electrical systems; 2. Demolition of GWB/metal stud-framed interior walls; removal of portion of existing roof, enclosure of exterior, and continuation of mechanical/electrical work; 3. Build-out of the mezzanine floor, interior wall construction including insulation of exterior walls with spray-applied foam insulation, and finish work in clean rooms including new suspended acoustical ceilings and lighting, floor coverings, repainting of existing CMU interior walls. ARCHITECTURAL WORK: EXTERIOR: Split-face CMU extension of existing exterior walls; New insulated metal panels for roof and exterior walls, new gutters/downspouts, new open bar-grate fire stair assembly with standing seam metal roof canopy. INTERIOR: Partial demolition of existing CMU walls and openings, installation of new doors/frames; insulation of exterior walls with new light-gauge metal stud walls, GWB and metal wall panels; replacement of work station countertops; new GWB/metal-frame and CMU partitions; new suspended acoustical ceilings and sheet vinyl flooring; new bathroom with ceramic tile and painted finishes. STRUCTURAL WORK SUMMARY: The existing structure is a Pre-Engineered Metal Building with CMU walls on all faces. The north and east walls are poured concrete with CMU above. The Western half of the building is to be remodeled to raise the roof by approximately 14 and construct a 3,800 SF mezzanine within it. Interior and exterior stairs will provide multiple means of egress from the mezzanine. The column foundations must be installed in phases to avoid interruption to the building s operation. Once all columns and new roof are in place, the existing roof will be removed, and the new mezzanine will be constructed within the building. Renovate Warehouse for Pandemic Preparedness 589A4-20-158. FIRE PROTECTION SUMMARY: The existing building is of Type II (000) construction in accordance with NFPA 220 (IBC Type II-B equivalent). The existing sprinkler system is being retrofit to accommodate the revised building layout and storage configurations. Existing main piping branch piping, and riser equipment are to remain to the greatest extent possible and new sprinkler heads and branch lines will be constructed to provide a fully sprinklered building in accordance with NFPA 13. Fire alarm devices within Building 14 will be completely removed and replaced with new devices to provide a fire alarm system in accordance with NFPA 72. New devices will be connected into the existing notification appliance and signaling line circuits that are run to Building 14 from the main Siemens Fire Alarm Control Panel in Room D019D of the Hospital. Fire extinguisher cabinets and brackets are provided throughout the building for compliance with NFPA 10. MECHANICAL WORK SUMMARY: One direct expansion (DX) split system and two water-source heat pump systems will be removed. A new 13,500 cfm variable-volume air handling unit will be placed on the roof of an adjacent corridor and ducted into the building. Thirteen terminal air boxes with reheat coils will serve individual zones. The entire building will be humidified to maintain 20% minimum RH to meet VA Standards. A new fan will provide return/relief for the air handling unit, and two new exhaust fans will be installed. PLUMBING WORK SUMMARY: The existing restroom will be demolished entirely. Sanitary piping will be removed to below floor and temporarily capped for future extension above floor to serve new restroom planned for Phase 3 of construction. Existing domestic cold and hot water piping will be tapped and extended to the new restroom location. Fixtures will be wall mounted, vitreous china with sensor operated faucet and flush valve. An existing 2 domestic cold-water pipe routed through the warehouse to the adjacent Chiller Plant Bldg. 23 will be relocated to accommodate the new building structure. ELECTRICAL WORK SUMMARY: The Warehouse s existing main feed will remain. A new feed from Building 1, Room D022 MCCB-G14-VQR will serve a new panelboard for non-lighting loads. An additional panel and transformer will be set adjacent to the Drug Cache to serve loads within. Temporarily feed an ATS in the Chiller Plant, coordinate routing with Owner. New and re-used LED lighting will be provided throughout the Warehouse. TECHNOLOGY WORK SUMMARY: Project includes revisions to the network structured cabling plant (TIP), PA speakers system, access control system (PACS), intrusion detection alarm system and video surveillance system (VASS). All information outlet data drops will be re-cabled to meet TIA category 6A transmission media standard. New PA speakers will be installed in four rooms with new lay-in ACT ceiling, other PA speakers will remain in place. The access control system will require removal and replacement of door hardware that must be replaced or upgraded to meet FIPS 201 compliance. One new card reader with keypad will be provided and two card readers will be relocated including associated door hardware. The intrusion detection system panel must be relocated, and two new motion detector zones added to the system. Three new IP megapixel dome cameras will be installed and connected to existing V-LAN in the TR. A new patch panel will be installed in the TR. The Estimated range to complete this work is $2,000,000.00 to $5,000,000.00 Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220(General Construction Contractors), with a small business size standard of $39.5 million. The duration of the project will be up to 330 calendar days from Notice to Proceed depending on bid item awarded. This completion period includes submittals, close-out documents, final inspection and cleanup of the premises and completion of as-built drawings. Award will be made utilizing the Best Value Lowest Price Technical Acceptable (LPTA) Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Sam https://www.sam.gov/SAM/ website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, VIP Registration, prospective contractors must be registered in SAM and in the VIP databases under the applicable NAICS. Firms may obtain SAM information at https://sam.gov/SAM/ and VIP information at http://www.vetbiz.va.gov/vip/ . The solicitation package and drawings should be available for download on or about April 2, 2021 and the proposal due date will be on or about May 7, 2021. An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend.
