- Description
- Federal Correctional Complex (FCC) located at 846 NE 54th Terrace Coleman, Florida 33521, intends to solicit for the provision to acquire a Programmable Logic Controller (PLC) based Automatic Transfer Switch (ATS) replacement located at FCC Coleman, USP I.� This solicitation is to award a single Firm Fixed Price (FFP) contract with the Lowest Price Technically Acceptable (LPTA). The North American Industrial Classification (NAICS) code is 335311, with a small business size standard of $ 7.5 million.� In accordance with FAR 52.204-7, all contractors doing business with the Federal Government must be registered in the System with Management Award (SAM) database.�� The website for registration is www.sam.gov. The solicitation period will be open from April 23, 2021 to May 17, 2021, however, this is a projected estimate and contractors should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due.��All future information concerning this acquisition, including solicitation and amendments, will be distributed solely through this website.� Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition.� The Statement of Work (SOW) can be downloaded from the attachment section of this solicitation.� Proposals have to be submitted no later than�9:00 a.m.�on May 17, 2021.� Proposals have to be submitted via e-mail to D1Barr@bop.gov and Smuniz@bop.gov.� The opportunity�for a Site Visit is�scheduled for May 11, 2021 at 9:00 a.m.� The site visit meeting point will be the training center adjacent to the COVID-19 screening site.� To minimize the spread of COVID-19 and be in compliance with CDC guidelines,�everyone attending site visit must wear a face mask.� On the attachment section of this solicitation, the NCIC background form is available for download.� The NCIC form has to be submitted via e-mail to D1Barr@bop.gov and Smuniz@bop.gov no later than 9:00 a.m. on�May 3, 2021.� Any NCIC form submitted after the cut-off time of 9:00 a.m. EST, will not be processed.� Furthermore, any questions regarding this solicitation, have to be sent via electronic mail (e-mail) to D1Barr@bop.gov and Smuniz@bop.gov.� The following are requirements to adhere to when submitting proposal: All parts, components and programming will meet the generator manufacturer�s approval and specification. Written and verifiable manufacturer�s approval will be required and shall be provided to the COR with submittals. Technician(s) need to be trained by the generator manufacturer specifically for the type of service being provided (PLC design, programming and installation) Written and verifiable documentation of current manufacturer�s training need to be submitted to the COR at time of award. Work performed has to be in accordance with industry standards and codes to this application. All components will be procured and tested by the contractor prior to arrival and installation at FCC Coleman. At no time, will simulated testing will be allowed. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.� This solicitation is being posted with a Set Aside for Small Businesses.
