This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2074581and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05 March 10, 2021. The North American Industry Classification System (NAICS) code for this procurement is 335516, Analytical Laboratory Instrument Manufacturing with a size standard of 1000 employees. The requirement is being competed with a brand name restriction, and without a small business set-aside. Currently NIH/NIAID is using an HD-1 Analyzer, manufactured and distributed solely by Quanterix corporation, to analyze biomarkers which cannot be measured by conventional ELISA because of concentrations below assay's LLoD, such as serum Nfl. As Quanterix corporation has stopped production, support and maintenance of their HD-1 Analyzer we need to look for another system with analogous sensitivity to measure biomarkers present at low concentrations in patients' body fluids. SR-X Analyzer is another instrument manufactured and distributed solely by Quanterix corporation that uses same technology (single molecular array, SIMOA�) as their HD-1 analyzer, but is smaller (benchtop) and significantly cheaper, both as upfront investment and as yearly maintenance contracts. It requires more user input, but this should not be a problem with our volume of samples. In order to assure continuity of measurements in longitudinal samples from our ongoing clinical protocols, it is essential that we can use kits of coating/detection Abs from the same company. We already generated biomarker data on >1000 CSF/serum samples and continue expanding this through analyses of samples derived from current patients in our clinical protocols.
