Description

COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is for the selected contractor to provide a Volscan Profiler and accessory OR Equal. Brand Name or Equal is required for this acquisition. (A) The solicitation number is 1035099 and is issued as a Request for Quotation (RFQ). (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-05 March 10, 2021 (C) This solicitation is issued as 100% set aside for small business. The associated NAICS code is 334516. (D) List CLINS, item descriptions, quantities, and units of measure: CLIN 01 Volscan Profiler 600 C - EACH CLIN 02 Universal Product Support Platform for VSP600 - EACH CLIN 03 Insurance & Freight - EACH (E) Description/Statement of Work/Specification: The requirement is for a laser device that scans and measures the contours of the bread and cake products as the object rotates. The volume results from this laser scanning. The volume accuracy needs to be +/-1%. The test time needs to be between 20 and 60 seconds. The rotational speed should have options of 0.5, 1.0, and 1.5 rotations per second. To achieve the necessary accuracy, 400 data points are needed per revolution. The vertical step sizes must range from 0.05mm to 50mm. The sample must also be weighed by the device and be accurate at <1%. The instrument must not use seed displacement to measure volume. The lab footprint also needs to be small: no larger than 70cm wide and 50cm deep, or 95cm tall. As prescribed in 411.171, insert the following or substantially the same clause in solicitations seeking offers on a ""brand name or equal"" basis to allow offerors the opportunity to clearly identify the ""equal"" item being offered, and to illustrate how that item meets the salient characteristics requirements of the Government.
