Description
The Defense Contract Management Agency (DCMA) requires a Duty Free Entry software subscription service which provides access to the U.S. Customs application for Automated Broker Interface (ABI), Breakbulk modules, and accounting data to provide accountability for assets being shipped to/from OCONUS locations. All war material, shipping to and from the war zone, must be processed through U.S. Customs.� The contractor shall: Provide program access and training to required personnel, estimated currently at four but with the potential for up to four additional personnel. Requirement to train replacements across the lifecycle of the contract. Web/Cloud based service must be Section 508 Chapter 502.4 compliant. Specifically, Platforms and platform software shall conform to the requirements in ANSI/HFES 200.2, Human Factors Engineering of Software User Interfaces � Part 2: Accessibility (2008) (incorporated by reference, see 702.4.1) listed below: Section 9.3.3 Enable sequential entry of multiple (chorded) keystrokes; Section 9.3.4 Provide adjustment of delay before key acceptance; Section 9.3.5 Provide adjustment of same-key double-strike acceptance; Section 10.6.7 Allow users to choose visual alternative for audio output; Section 10.6.8 Synchronize audio equivalents for visual events; Section 10.6.9 Provide speech output services; and Section 10.7.1 Display any captions provided. �� � � � �3.� Shall have Document Imaging System (DIS) capability to retrieve Port documents � � � �4.� Shall have ability to update Tariffs codes � � � � 5.� Shall be able to fill in repeated data wherever applicable. � � � � � �6.� Shall have enabled pop ups to highlight when data entered into a field doesn�t match expected normal input. Example: entering a date into the importer number field, or mode of transport code into country of origin field. � � � � � 7.� Shall be Automated Commercial Environment (ACE) compliant. The contractor shall provide data processing services and Automated Broker Interface (ABI) capabilities for CB Form 7501 transmission to the ACE on behalf of the Department of defense (DoD). � � � � � �8.� Shall be able to catch all duplicated entries before transmission (accuracy check) � � � � � �9.� All updates by CBP automatically updated � � � � � �10.� Shall be able to make corrections to the Customs and Border Protection (CBP) Form 7501, �Entry Summary� after already submitted � � � � ���11. Ability for multiple users to have access. � � � � � �12.� Fields mandated by CBP �shall be hardcoded � � � � � �13.� User shall be able to update the Port of Entry as required � � � � ���14.� User shall be able to create manufacturer ID for foreign supplier � � � � ���15.� Ability to pull data from Customs and Border Protection Document Image System (DIS) input to provide automated input of CBP Form 7501 is highly desired. �Security Requirements:� This critical support requires an Information Technology (IT) system that is fully operational and accredited in accordance with FISMA, NIST and OPM policy as it relates to IT Security. IT systems and computing environments are required to comply with DoD Instruction 8500.01, ""Cybersecurity"", the DoD Cloud Computing Security Requirements Guide (SRG), FedRAMP cloud authorization, DoDI 8510.01, Risk Management Framework (RMF), JFHQ-DODIN & USCYBERCOM Orders (TASKORDS, WARNORDS, PLANORDS, and all future iterations of official Directive orders), and DISA Guides (Security Requirements Guide (SRGs)/Security Technical Implementation Guide (STIGS))/Information Assurance Vulnerability Alerts (IAVAs)). Contractors must hold and maintain a FedRAMP Moderate Authorization and a DISA Impact Level 2 Provisional Authorization commensurate with protecting the data stored, processed, or transmitted within a cloud service offering prior to award and no later than the date of award.
