- Subj:��� TO ACQUIRE REFIT EXISTING MOBILE LIBRARY SHELVING FROM KARDEX STORAGE SYSTEMS 1.�������� Identification of the agency and the contracting activity, and specific identification of the document as a �Limited Source Justification.� This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02). 2.�������� Nature and/or description of the action being approved. This action will award a sole source, firm fixed price purchase order to Kardex Storage Systems (KSS), 11655 Central Parkway #313, Jacksonville, FL 32224 to update and retrofit the existing Kompakt Shelving system which is no longer being manufactured. The current system is electric. The possibility of severe weather in which any power outage or system electrical failure coupled with there being a scarcity of repair parts for our current system, would leave the materials on the shelves inaccessible. Therefore, an updated shelving system is being acquired which will consist of a refit of the current system to accommodate a manual movement system that will work with the existing tracks. �The existing system will also contain updated shelving that will replace areas of shallow depth.� This new shelving will be useful for the retrieval of archived library material. � 3. ������� A description of the supplies or services required to meet the agency�s needs (including the estimated value). The following item is being acquired: Item��������������������������������������������������������������� Qty����������������������������������������� Est. Cost Updated Mobile Shelving system with HD5 Mechanical Assist��������������������������������� 1��������������������������������������������� This acquisition will be conducted using simplified acquisition procedures with a total estimated value of approximately $.� The Government�s minimum needs have been verified by the certifying technical and requirements personnel.� The updated shelving system will be completed within 45 days after award of purchase order.� This memo does not authorize acquisition for other requirements. � 4.�������� Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor�s unique qualifications to provide the required supply or service.� 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).� KSS is the only company in the region that could provide maintenance of the existing mobile shelving system.� A KSS technician performed routine maintenance and a survey of the existing shelves in FY 20. The technician informed us that our model of the shelving system had not been manufactured for approximately 10 years. Therefore, if any of the parts fail, it might be difficult to repair. Because there is a greater chance of an electrical system failing due to short or long term power outages, or plumbing issues on the second deck, it was determined that a manual system would be a better option for both long term operability and from a service/repair standpoint. In summary, KSS is uniquely qualified to provide an updated mobile shelving system.� KSS is the only company familiar with the existing system and can procure the necessary parts that will work with the, out of production model, to convert it to one that is manually operated. The Government does not expect significant savings through competition and does expects significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments� best interest to award on a sole source basis to Kardex Storage Systems. 5.�������� A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government�s needs. 6.�������� A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 4 above, for any company other than Kardex Storage Systems to provide the updated/refitted mobile storage system.�� This requirement will be synopsized in the government point of entry beta.sam.gov because it is over $25,000. 7.�������� Any other facts supporting the justification. None 8. ������� A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. As stated in paragraph 4 above, Kardex Storage Systems is the only company that can provide the required equipment.�� � � �
