REQUEST FOR INFORMATION (RFI) HEALTHCARE ENVIRONMENTAL CLEANING (HEC) PROGRAM Agency: Defense Health Agency (DHA) Title: � Q901 Date:� 27 April 2021 Closing Date:� 17 May 2021 RFI Number:� 2 (Follow up to RFI 1 - HT0015HECRFI1) Potential NAICS:� 561720 Product Service Code: Q901 Description 1.1 The Defense Health Agency (DHA) Enterprise Medical Services Division is conducting research on vendor capabilities and capacity to provide Healthcare Environmental Cleaning (HEC) services for Department of Defense (DoD) Medical Centers, Ambulatory Surgical Centers, Hospitals, and Medical Clinics located in the Contiguous United States (CONUS), Alaska, Hawaii, and U.S. territories. 1.2 This is the second of several notices for the program planned between November 2020 and August 2021.� The first survey closed out in November 2020.� Tentative future industry contact and feedback requests are as follows: RFI 2: �Obtain industry feedback on specific HEC requirements. RFI 3:� Obtain industry input on recurring reports/deliverables. RFI 4:� Obtain industry comments on quality assurance and surveillance requirements. 1.3� AUTHORITY: The DHA Component Acquisition Executive is issuing this notice for the purpose of Market Research as required by the Federal Acquisition Regulation (FAR) 15.201 and FAR 10.002.� Information gained through this RFIs will be used to further refine the HEC program.� NOTE:� a solicitation(s) has not been developed at this time. 1.4� DISCLAIMER AND IMPORTANT NOTES: THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This notice constitutes solely a market research effort as described under FAR 10.002. This notice does not obligate the Government to award a potential contract or otherwise pay for the information provided in response. The Government reserves the right to use results of the communications with industry for any purpose consistent with, and not otherwise prohibited by FAR Part 10. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. However, in no case shall responses to this notice be considered either a response to a solicitation or a submission of an unsolicited proposal, as defined by FAR 2.101. Background The Defense Health Agency (DHA), Component Acquisition Executive, Program Management - Enterprise Medical Services Division is beginning official research of industry capabilities and experience.� The Government defines HEC services as, �cleanliness, disinfection and aesthetic maintenance of public and patient care spaces within DoD Medical Treatment Facilities (MTFs)�. The Government excludes landscaping and grounds maintenance, supply and laundering of hospital linens, recycled material and regulated medical waste disposal, and other miscellaneous outdoor facility cleaning from this program.� Note: For the purposes of this RFI the DoD refers to the DHA, Air Force, Army, and Navy. Requested Information/Instructions � PLEASE READ The Government request that capable, interested HEC vendors complete the DHA HEC survey at the below link: https://www.surveymonkey.com/r/DHA_HEC2 If you completed the first RFI/survey back in November 2020, the estimated completion time for the new survey questions is 15 minutes.� �If you did not participate in the first request, all questions are mandatory; the survey will take about 30 minutes.� � The Government requests a single survey submission for each interested company.� Please note we cannot limit survey submissions by multiple company representatives as the email address is the unique factor monitored for submission.� Therefore, we request that companies coordinate their response within their organization and ensure only one survey be submitted for your company.� The Government will only review responses captured through this survey link�please do not send responses or capability summaries via email�they will not be accepted by the Government.� Although free-text responses are allowed in parts of the survey, respondents shall not provide any proprietary, classified, confidential or sensitive information in their response.� All responses will be shared with DHA staff for the purpose of market research. All submissions become Government property.� 3.5 To ensure companies have all required information to complete the survey, a print out of the survey is included as an attachment to this notice.� A summary of questions are shown below:� Questions 1-16:� Business Information Questions 17-26: Company experience, Capacity/Geographic Coverage Questions 27-47:� RFI#2 (new questions) Questions 48-49:� Final Company Input For companies that did not complete the first survey, all questions will be mandatory. The government requests you answer �NO� to question 3 in order to prompt completion of all questions to add to the market research and capture your company as an interested vendor.� For companies that completed the first survey, please answer Question 3 with a �YES�.� That will skip the questions that were included in the first survey; thus, only requiring answers to Questions 1-3 and 27-49.� Deadline Responses to this RFI are due by 4:00 PM CT on 17 May 2021. Industry Discussion Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.� Questions submitted regarding this RFI will not be accepted or acknowledged nor will there be a response.� Individual capability briefs will not be accepted.� Additional Information Although free-text responses are allowed in parts of the survey, respondents shall not provide any proprietary, classified, confidential or sensitive information in their response.� All responses will be shared with DHA staff for the purpose of market research.
