Sources Sought: Licensing Portal THIS IS A SOURCES SOUGHT NOTICE, ONLY, for the purpose of conducting market research to identify parties having an interest in and the resources to support services for a potential solution to having a licensing portal module to be developed for the Office of Licensing. OII is currently attempting to enhance SBIC Web by creating a new Licensing Portal. *(See Attached Statement of Objectives for a Complete Description of the requirement) There is no solicitation at this time. This request for capability information does not constitute a request for quotes or proposals; submission of any information to include pricing estimates in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred.� Not responding to this notice does not preclude participation in any future Solicitation, if issued. Any information submitted by respondents to this notice is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the Respondent. Interested parties are responsible for adequately and clearly marking proprietary, restricted, or competition sensitive information contained in their response.�� � Information obtained through this market research may inform SBA�s approach to acquiring these services. � BACKGROUND:��� The Office of Investment and Innovation (OII) is a program within the Small Business Administration that guarantees debentures to Small Business Investment Companies (SBICs) which are issued from private lending institutions. As of December of 2020, there are approximately 300 SBICs within the SBIC program which has outstanding loans to approximately 4,000 small businesses.� When reviewing this requirement, it is suggested that the offeror review three external documents that have detailed information on the Licensing Portal module. These three documents are called the (1) OII-Form-2181-Supplement (2) OII-Licensing-Process-Flow and (3) OII-Licensing-Documents. The first document has information on the different fields that are used within the Form-2181 Supplemental which has financial and partner related information needed to obtain an SBIC License. The second document has a list of approximately sixty attachment types used within the Licensing Process. Finally, the third document provides a detailed list of the application or workflow states that occur within the SBIC Application process. *See attached Statement of Objectives for a complete description of this requirement. RESPONSE:�� Interested parties may submit Capabilities Statements or information in alternative formats.� All submissions should be concise, and clearly�demonstrate the full spectrum of a company�s ability to provide the services described within the attached Statement of Objectives (SOO) document. Request that you address the following:� � FIRST: Provide a Cover Page that lists the information below Name of your Company (include POC�s) Duns number Socioeconomic Status (Large or Small Business) GSA Contract # (if applicable) SEWP Contract # (if applicable) NITAAC GWAC Contract # (if applicable) SECOND: After reviewing the Statement of Objectives address the following in your response: 1. The offeror should have staff who are pre-cleared and must have security clearances. For SBA employees within the OII program, the security clearance is Tier-2.�� 2. A The offeror should have FedRAMP authorization which entails having experience with the security accreditation process that is used in Federal agencies.� 3. The offeror should have experience with role-based application which restrict information on sub-forms within an application as well the types of files that appear in drop-down lists. 4. The offeror is expected to create a System Design Document which should be approximately ten to twenty pages in length that will describe the key modules within their solution. This document should provide a high-level over-view of the technical solution that is implemented once a contract is awarded. 5. The offeror is expected to create a user manual for their proposed solution. 6. Upon completion, the offeror will need to provide an interface which allows other systems to transfer data from and into the proposed solution.� 7. Since this is a software development effort, it is expected that the offeror will be expected to use an Agile Project Management framework. 8. The contractor shall need to complete the work for Phases 1 and 3 within one year of the contract. 9. The contractor shall be able to complete the work as specified in this RFI for a fixed cost which shall not go over an amount as will be defined in a formal solicitation when OII is ready to award a contract for a new Licensing Portal.� 10. Staffing mix. Please list the description of the positions and their quantity required to complete the Licensing Portal within a one-year time frame.� 11. Describe any other considerations in your estimate. Please keep description to under three pages in length. 12. Total cost of estimate. Vendor participation in this response or any informational session is not a promise of future business with the SBA. Pursuant to FAR 52.215-3, your attention is required to the following provision: Request for Information or Solicitation for Planning Purposes (Oct�1997) (a) The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection�31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although �proposal� and �offeror� are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of obtaining the information described above.� Note that this is NOT a solicitation but is a Sources Sought Notice only.
