- INTRODUCTION This is a Sources Sought Notice. This is NOT a solicitation for proposals, or quotations. The purpose of this notice is to obtain knowledge and information for project planning purposes. BACKGROUND The Indian Health Service (IHS) is in need of access to on-line training for the following: 1) registered nurses (RNs), which include Public Health Nursing (PHNs), 2) Certified Nursing Assistants (CNAs) to maintain certification and complete continuing education training; and, 3) an option for certificates of completion after the user (RN and CNA) completes the courses or identified modules. In addition, standardized continuing education modules, if available and access granted including video recordings, shall be added to this on-line training as an addendum. Users shall be able to participate in self-directed web-based education which shall be available at all times. Staff shall be able to decide when to access the training, day or night, from their home or while they are at work. RESPONSE INFORMATION This RFI is requesting information for on-line, off-the-shelf training activities for: 1) RNs in order to maintain certification and meet continuing education requirements; 2) CNA to complete Basic to Advanced courses; and 3) the option to download certificates of completion after the user (RN and CNA) completes the courses and identified modules. All nursing courses/modules must offer continuing nursing education credits by American Nurses Credentialing Center (ANCC). An additional option should be available for the agency to develop and post IHS/Tribal/Urban specific educational activities, with full control of content, awarded credit by the IHS Clinical Support Center. Continuing Education (CE) information and data must be monitored and tracked within a packaged Learning Management System (LMS) with full reports accessible by the agency. The ability to print CE certificates that are agency specific may be necessary. The IHS will provide PHN Training modules, videos and competencies, and other pre-existing material. Users shall be able to participate in self-directed web-based education available at all times so that staff may access at their leisure, from home or work. INSTRUCTIONS TO INDUSTRY All capable small businesses are encouraged to respond. Responses must directly demonstrate the company�s capability, experience, and ability to marshal resources to effectively and efficiently perform the tasks stated above. Generic capability statements are not sufficient and will not be considered compliant with the requirements of this notice. The Government requests interested parties submit a written response to this notice which includes: Company point of contact, mailing address, telephone number(s), and website address; If any, existing contract solutions by the company such as - Federal Supply Schedules contract, or Best in Class (BIC) contracts; Socio-economic category DUNS � Your relevant commercial pricing information, e.g., Monthly subscription prices, annual perpetual licensing prices. Any costs that are not included in the rates above, e.g., installation, configuration, integration, training, maintenance, upgrades, hosting. Disclaimer and Important Notes. This notice shall not obligate the Government to award a contract. Any information provided by industry to the Government as a result of this sources sought notice is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, combined synopsis solicitation may be published on a Government Point of Entry (GPE). Furthermore, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).� How to respond.
