- The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for St. Francis Barracks Seawall, Shoreline Erosion Protection, CAP Section 14, St. Johns County, Florida. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.� The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Surveying Community to include Section 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned (WOSB) and Historically Underutilized (HUBZone) concerns and Other than Small Business Community (unrestricted). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Project Description: The St. Francis Barracks Seawall project involves the following construction tasks: install a gravel �French� drain system, with periodic weep drains, along much of the back side of the 544-foot coquina block seawall, patch/fill large voids/cracks and repoint mortar joints over the northern 439� portion of the seawall (the seaward face) utilizing stone mason techniques and a prescriptive coquina mortar mix, fill any soil voids encountered landward of the gravel �French� drain system with a free draining flowable fill material, install a concrete gutter drain between the seawall and the existing 46� wooden office build, cut 30 inches off the 26� porch slab (attached to the southern side of the office build) along the seawall in order to continue the concrete gutter drain, install through-wall soil anchors (six to eight anchors) equally spaced about the corner of the seawall, Shotcrete the southernmost 86� of the seawall (the seaward face), Shotcrete form a reinforced wave-break curb at base of the seawall corner extending for approximately 25(+/-) feet in either directions. Project Challenges: The work area is in a densely populated downtown area with notable volume of tourist traffic, narrow roadways, and non-standard road intersections. � The job site has limited points of access and limited opportunities for equipment staging and materials storage areas adjacent to or near the work area. � The contractor may not employ construction vehicles (e.g. dump trucks, cranes, backhoes, etc.) or watercrafts (e.g. boats, barges, floating docks, etc.) on the seaward side of the seawall.� Construction workers with portable tools/equipment may work during each workday within 15� of the seaward side of the seawall. � The Contractor will be required to apply Shotcrete for approximately 87� on the seaward face of the seawall. � The wall is constructed of cut coquina block.� The Contractor will be required to employ stone mason techniques and a prescriptive mortar mix to repoint the mortar joints and patch missing coquina block or physical voids in the seawall. � The waterway to the front of the seawall (the Matanzas River) is a tidal river and will limit the amount of dry access during portions of each workday. � Excavate, with hand tools, a 48"" [(+/-) 6""] deep by 24"" wide trench (w/ braced side walls) along most of the length of the 544� seawall. � Firm�s response to this Synopsis shall include the following information: 1.� Firm�s name, address, point of contact, phone number, website, and email address. 2.� Firm�s interest in bidding on the solicitation when it is issued. 3.� Firm�s capability to perform a contract of this magnitude and complexity (include firm�s capability to execute comparable work performed within the past 5 years: This may and should be tailored specifically to the scope of construction services described above. � Brief description of the work, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) � provide at least 3 examples. 4.� Firm�s Business category and Business Size �Other than Small, Small Business, 8(a), SDVOSB, WOSB, or HUBzone. If your firm is a Small Business, be sure you understand the performance of work requirements for your specific socioeconomic category. i.e. SB, 8(a), SDVOSB, WOSB, or HUBZone.� 5. If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangements to include Joint Venture information if applicable � existing and potential. � All responses to this sources sought notice/market research will be evaluated and used in determining acquisition strategy. � Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice must be received no later than 4:00PM EST, 12 May 2021.
