- PRESOLICITATION NOTICE Temporary Residential Housing Alexandria Veteran Health Care System Alexandria, Louisiana DESCRIPTION: This pre-solicitation notice is for Temporary Residential Housing to the beneficiaries of the Department of Veterans Affairs, Alexandria Veteran Health Care System, Alexandria, Louisiana. The estimated period of performance will be from the Award Date for a 5-year ordering period shall be exercised at the sole discretion of the Government. The number of Veterans requiring temporary residential housing services (bed days) over the next five years will fluctuate and cannot be adequately determined at this time. Therefore, the award of an Indefinite Delivery Contract (IDC) is anticipated. Please be aware all Federal, State and local labor laws will be applicable to this procurement including, federal minimum wage as provided in Section 6(a)(1) of the Fair Labor Standards Act. If you have specific questions regarding labor laws, you should contact your local Federal Department of Labor representative. BACKGROUND: Services shall be furnished to beneficiaries for whom such care is specifically authorized by the Department of Veterans Affairs (DVA). It is understood that the type of patients to be provided services under this contract will normally require services above the level of simple room and board. Services shall include, but not be limited to, provision of an alcohol and drug free environment, facilitation of active voluntary affiliation with Alcoholics Anonymous/Narcotics Anonymous programs, supportive social activities, and individual counseling as required to facilitate overcoming resistance to engagement in DVA treatment or rehabilitative services. It is understood that the type of patients to be care for under this contract will normally require care and services above the level of room and board. It is essential that the contractor house all 8-12 patients at the same location to create a therapeutic community. The concept of a therapeutic community is critical to not only the wellness of the patient but the program as well. Care shall include, but is not limited to, a supervisor, an alcohol and drug free environment, and an active affiliation with a 12 Step Program organized according to Alcoholics Anonymous and Narcotics Anonymous. Services will be provided in accordance with all terms, conditions, and provisions listed in the schedule of the solicitation. REQUIRED: Interested agencies will be licensed by the State of Louisiana in which its provider number is based, accreditation by a recognized accrediting body i.e. Joint Commission (JC) or Community Health Accreditation Program (CHAP). The NAICS Code for this requirement is 623220 Residential Mental Health and Substance Abuse Facilities (size standard $15M). Responses to this pre-solicitation notice are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this pre-solicitation announcement. Responses must be emailed to sharrion.young-mosley@va.gov later than 4:00 p.m., Tuesday, 27 April 2021. The VA anticipates issuing a solicitation for this requirement on or about 29 April 2021 with a closing date for proposals on or about 18 May 2021. The solicitation will be available for download from beta.Sam.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the sambeta.gov so that they are notified of the issuance of the solicitation and any amendments.
