- NOTICE OF PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), Hudson Valley Healthcare System VA Medical Center, Castle Point, NY, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Miller-Remick 1010 Kings Highway South, Building 2 Cherry Hill, NJ 08034, to perform Construction Period Services (including Site visits and post-construction services). The place of performance is VA Hudson Valley Healthcare System Route 9D Castle Point, NY 12511. This action will result in a Firm-Fixed Price contract with a period of performance of seven hundred thirty three (733) calendar days. This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than May 5, 2021 at 10:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after May 5, 2021 at 10:00 AM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Miller-Remick, LLC. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. SCOPE OF WORK Background This project will relocate Audiology from the 1st floor of building 15E at Castle Point to the ground floor. This will renovate existing space in 15E to accommodate multiple audio booth set up for patient care. Relocating Audiology consolidates services into a more efficient model. Included with this project is relocating the Chapel to an outer building to allow for consolidated services. This is required as the audio booths are exceeding the load rating of the building floor on the 1st level. Objectives The Objective of the acquisition is to obtain working drawings and specifications detailing the relocation of Audiology suite to the Ground Floor building 15E. These drawings and specifications will be used in the acquisition of a separate construction contract to implement the design. Period of Performance The period of performance for design shall be 733 days from Notice to Proceed. Place of Performance / Place of Delivery The place of performance for this contract is VA Hudson Valley Healthcare Castle Point, NY Scope or Tasks (for services) The Architectural/ Engineering (A/E) Firm is to provide all necessary for the construction period services for the Relocation of Audiology from the 1st floor of building 15E to the ground floor at the Department of Veterans Affairs Medical Center, Castle Point, New York. The approximate square footage of the affected area is 5,072 square feet. The deliverables shall include but not be limited to: Construction Period Services: Provide professional A/E services for contract procurement documents, and construction period services to the renovated suite The deliverables shall include but not be limited to: On-site construction progress meetings. Site visits required to resolve design. Final punch list visits. Review all requested submissions of shop drawings and related submittals and provide a written response. Respond to Contractor Requests for Information (RFI s), and provide a written response. Preparation of as-built drawings from Contractor-supplied markups. The A/E firm is to refer to Supplement B . Project Documents shall include, but not be limited to: Listing of all submittals required. Site visit reports for design reviews, and field investigations. Construction Period Service language, such as submittal review, RFI, site visits and such. Commissioning reference per VA standards Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI) The A/E firm will be furnished with paper and/or electronic copies of any available utility drawings for the areas included in the area of work. Security The AE firm shall obtain day passes for any site visits from the police station. If personnel from the AE firm are expected to be on site more than five (5) days (cumulative) during the design, they shall file paperwork to obtain a permanent ID for the station. Necessary paperwork can be obtained from the COTR. The AE personnel who intend to take photos must inform the COTR, at least 48 hours ahead to time, of such intentions. Safety Codes / Certification / Licensing The AE firm shall comply with all codes as described above, as well as codes customarily applied in VA construction jobs such as NFPA, OSHA, VA Design Guides and Manuals, etc. Labs used by the AE firm shall be licensed as required by any applicable governing agencies, and their certifications and licenses shall be included in the engineering reports. Travel No travel for government employees as a result of this project is anticipated. Employees of the A/E firm will be required to travel from their place of business to the place of performance indicated above for the purposes of field investigations, design reviews, pre-construction meetings, interim and final inspections, and closeout documentation preparation. Special Material Requirements No special materials are anticipated for this contract. Any Other Requirements unique to the solicitation. None
