Description
J&A FAR 16.505(b)(2)(i)(A). The Internal Revenue Service (IRS) has awarded a Sole Source contract to Booz Allen Hamilton for the purchase of professional services in support of Enterprise Architecture (EA) Core. The primary statutory authorities for permitting other than full and open competition are Title III of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act [41 U.S.C. 251] and Title 40 U.S.C. 501, Services for Executive Agencies, implemented under FAR 16.505(b)(2)(i)(A) �which authorizes other than full and open competition when The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays. The IRS has a continuing for need for Contractor support to assist the Enterprise Architecture office (EAO) in translating the IRS�s business vision and strategy into an Enterprise Architecture (EA) strategy and tool that can be used by business and IT managers to plan and manage their investments for business and technology solutions. The Internal Revenue Service Enterprise Architecture Program serves a critical role in ensuring that IRS business strategies are guided by sound investments in Information Technology. Enterprise Architecture (EA) is mandated by laws and Federal OMB Directives. EA must be aligned with Capital Planning and Investment Control (CPIC) and the IRS Enterprise Lifecycle (ELC) processes. The Enterprise Architecture Office (EAO), as a strategic business partner, develops and delivers Solution Architecture and associated engineering services to projects and programs in direct support of their mission to the IRS, Treasury, OMB and other Federal and State Government organizations. The EAO is also responsible for enforcing standards and developing sound engineering guidelines across the IRS. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action. If parties choose to respond, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency however, any cost associated with the preparation and submission of data or any other costs incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
