SBA Total Small Business Set-Aside (FAR 19.5)

Description
Please read this carefully, as it constitutes the only notice that will be published. The Federal Bureau of Investigation intends to negotiate a one-time, sole-source, fixed-price contract withKippur Corporation, dba Southwest Border Incineration, LLC,6401 S. 33rdStreet, McAllen, TX 78503, for the purpose ofdestroying via incineration, evidentiary items to include soft/hard drug, general/paper, and digital/electronic media devices. This is a Total Small Business Set Aside. Market research conducted failed to yield any otherqualified, responsiblecompanies within a logical distance, that canprovide incineration destruction of allaforementioned evidencetypesrequired. With the exception ofSouthwest Border Incineration, LLC, companiesidentified either were not small businesses, were not within a logical distance for transport of items and/orcould only providedestruction of some but not all evidence types. This would necessitatethe service of multiple vendors toperform the service, which significantly increases costs, exhaustsavailable personnel andresources required to transport and secure evidence items, and posespotential security issues. Southwest Border Incineration, LLCisa small business concern that meets regulatory destruction requirements, is within a logical distance for item transport, iscapable of providingdestruction of all evidence itemswithin the time framerequired andis cost effectiverelative to the IGE conducted. Please see attached justification for Other Than Full and Open Competition The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Laurissa Jefferson, email address:ljefferson@fbi.gov, by Tuesday, May 4, 2021at 4:00pm EST. Only emailed responses will be considered. Information received will be considered solely for the purpose of determiningwhether or notto conduct competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered and active in SAM.gov to receive Government contracts.
