- INTENT TO SOLE SOURCE Relational Junction Sesame Software, Inc SS-CFPB-21-069 The Bureau of the Fiscal Service (Fiscal Service) Division of Procurement Services, on behalf of the Consumer Financial Protection Bureau (CFPB), intends to make award to Sesame Software, Inc., 5201 Great America Pkwy #320, Santa Clara, CA 95054-1140, on a sole source basis, under authority of FAR 13.106-1(b)(1) for Relational Junction for Salesforce with Realtime Option and Relational Junction for Salesforce Licenses. The mission of the Consumer Financial Protection Bureau (CFPB), as mandated by the Dodd-Frank Act, is to promote fairness and transparency for mortgages, credit cards, and other consumer financial products and services. To achieve this goal, CFPB has made a multi-million dollar investment in SalesForce as our customer relationship management (CRM) system, and PostgreSQL as our relational database management system (RDBMS). Several high-priority SalesForce projects are in development, including replacements to the supervision examination system and consumer complaint system; both critical applications to the Bureau�s mission.� In order to support advanced reporting capabilities and persist data in the Bureau�s PostgreSQL infrastructure, CFPB needs an enterprise-class solution to securely bring SalesForce data in-house, using a high-available solution with well architected orchestration and instrumentation. The current CFPB production environment utilizes GoCD for orchestration, as such, Linux compatibility and a fully featured command-line interface (CLI) are requirements. These requirements preclude most other solutions which rely on either Microsoft Windows or graphical user interfaces (GUI).� While Relational Junction (RJ) by Sesame Software also supports Windows and a GUI, it can be operated entirely from the CLI on Linux, and fully supports orchestration of its commands.� Another critical requirement for the solution is compatibility with PostgreSQL and proper handling of schema changes and object modifications.� RJ supports many different RDBMS including PostgreSQL and seamlessly manages changes to objects imported from SalesForce.�� Due to the critical role this solution will play in support of our mission, continuity of operations is a key factor.� Having 24x7 support is a requirement and a significant differentiator for Sesame Software.� The RJ solution is also designed to be resilient to the types of connectivity issues that can occur when connecting to a web-based system.� It has built-in retry capability and activity tracking to identify and help resolve issues.� Bottlenecks and request limits also present challenges in maintaining a synchronized copy of the SalesForce data.� RJ addresses this by implementing non-blocking application programming interface (API) requests that can be run in parallel, limited only by the hardware available.� While our requirements do not mandate a real-time solution, RJ supports a near real-time operating mode which further demonstrates the tool�s ability to function in an enterprise capacity. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Fiscal Service will consider written responses received no later than 1:00 PM EST May 13, 2021. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, Attn: JMS/PCW REF SS-CFPB-21-069. Vendor responses must include sufficient evidence that clearly shows the proposed product is capable of meeting all of the characteristics of the services needed and described above. If no written response is received that clearly demonstrates an ability to meet all requirements and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source basis to Sesame Software, Inc. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size and socioeconomic category (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your product is available through a Government contract vehicle or Open Market. 3. A narrative description of how your proposal meets all of the characteristics needed for the subscription. 4. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. 5. DUNS Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.
