Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with ASTM, West Conshohocken, PA to include access to AENOR/UNE (EN, UNE, ISO, UNE IEC) Standards as part of the existing ASTM Compass on-line subscription to ASTM Standards and Digital Library content. �This is a sole source inasmuch as ASTM owns and controls all of the intellectual proprietary rights associated with the subscribed content attributed to the ASTM Compass Platform. A firm fixed-price purchase order modification will be issued on or about 19 May 2021 and be in effect through 31 Jan 2022, that includes updated annual subscription rates factoring in the additional content for remaining option yrs. 2-4. �No solicitation package will be issued. �This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. �Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. �The government will consider responses received by 5:00PM, EST, 7 May 2021. �Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. �A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. �This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. �No telephone requests will be honored.
