Description
REQUEST FOR INFORMATION DISA\J6 is seeking information from industry to assist with the development and planning of a potential new requirement. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME. 1. Overview/Purpose/ Description of Procurement -A division was recently reconstituted and mission areas added to the division not previously part of the mission. The expanded mission areas now required contracted support to provide complete support of all the mission areas. The areas cover IT Engineering, Knowledge Management (KM), Business Operations, Information Assurance (IA), Records Management (RM), Application\ System Administration and Project Management. In order to provide an orderly and expedited RFP process we are releasing an RFI to gain understanding on labor categories, questions on scope and task areas. The PWS covers the areas listed above as well as Enterprise Architecture and minimal Business Intelligence support. Optional areas are Records Management, Project Management and Application\System Administration as these areas may be exercised at a later date. 2.��Scope of Effort � Contracted support is intended to provide a high level of expertise in all areas. The organization is currently largely relying on military and civilian personnel for all areas. Knowledge Management and Business Operations are new user facing services not previously covered and expertise in these areas is critical to the organization mission. Information Assurance and Records Management are integrated with the Engineering task areas to complete IA and RM by design on projects and systems delivered. The intent of IA and RM are to deliver security controls and records management compliance with any system engineered. 3. Technical Characteristics � All work areas require personnel with high level of technical expertise in researching, evaluating and deploying proof of concepts and pilot programs. Customer facing services are all subject to changes or updates. Contracted personnel are intended to evaluate and provide recommendations on system and processes based on experience and expertise. 4. Requested Information � Interested parties may, and are encouraged to submit: Questions regarding the PWS and PWS feasibility Estimated Labor Categories and FTEs by Task Area Contract vehicles that encompass all of the tasks in the PWS Interested parties are not required to submit the listed items above. At a minimum, interested parties should include a capability statement, relevant past performance, federal cage code, primary NAICS codes, socio-economic category, Facility Clearance Level (this requirement will require a Final TS FCL), and point of contact. The Government will evaluate this market information to ascertain potential market capacity to: Provide services consistent, in scope and scale, with those described in this RFI and accompanying draft PWS; Implement a successful project management plan that includes: meeting and tracking performance; hiring and retention of personnel and risk mitigation; Provide services under a performance based service acquisition contract. Response Guidelines: Interested parties are requested to respond to this RFI with a white paper. Submissions cannot exceed 10 single spaced, 11 or 12-point font with at least one-inch margins on 8 1/2� X 11� page size.� In addition all table and graphic font can use 10 -12 font. The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response.� Responses must specifically describe the contractor�s capability to meet the requirements outlined in this RFI.� Oral communications are not permissible. Beta.Sam.Gov will be the sole repository for all information related to this RFI. Companies who wish to respond to this RFI should send responses via email no later than 30 April 2021 at 1600 (EST) to ryan.d.martin18.civ@mail.mil.� Industry Discussions: DISA representatives may choose to meet with potential offerors and hold one-on-one discussions. �Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any development and certification risks. Questions: Questions regarding this announcement shall be submitted in writing by e-mail to ryan.d.martin18.civ@mail.mil.�Verbal questions will NOT be accepted.� Answers to questions will be posted to FBO.� The Government does not guarantee that questions received after 28 April 2021 at 1600 (EST) will be answered.� The Government will not reimburse companies for any costs associated with the submissions of their responses Disclaimer:� This RFI is not a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. �Responses will not be considered as proposals nor will any award be made as a result of this synopsis. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. �FAR clause 52.215-3, �Request for Information or Solicitation for Planning Purposes�, is incorporated by reference in this RFI. �The Government does not intend to pay for information received in response to this RFI. �Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. �This RFI will be the basis for collecting information on capabilities available. �This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials.� All information received in this RFI that is marked �Proprietary� will be handled accordingly.� Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. �In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
