- The USDA Animal Plant Health Inspection Plant Protection and Quarantine Facility at Moore Airbase in Edinburg, TX is in need of a Firm Fixed-Price commercial service contract for Waste disposal service at� Moore Air base, Edinburg, TX,� for a base period of 12 months and four possible� 12 month option periods��� Pricing shall include all costs necessary to accomplish the services in the statement of work (including but not limited to: overhead, general and administrative, profit, insurance, transportation, labor hours, equipment and supplies). Location of work USDA APHIS PPQ Field Operations Moore Air Base 22675 N Moorefield Road Edinburg, TX� �78541 Please check location address and be sure transportation cost is feasible. There will be no reimbursement for transportation costs to and from location. SCOPE OF WORK: Provide three �front end load 4 yard dumpsters and empty them once a week, two 30 yard roll off dumpsters and emptied as needed, one 30 yard enclosed cardboard compactor unit �with an electrohydraulic auger system which will be �bolted to the ground to be �emptied as needed.� The US Department of Labor Wage Determination� WD- 2015-5245, Revision 12,� Dated 12/11/2020, for Hidalgo County, Texas,� where the work will be performed Apply to this Service. Safety The contractor shall perform all operations in prudent conscientious, safe and professional manner, the Contractor's personnel and equipment shall comply with applicable federal, state and local laws, safety regulations and procedures. �The contractor shall ensure that all its employees perform in a safe manner. �All personnel involved in handling solid waste shall be trained for the level of expertise required for the proper performance of this task. Permits The Contractor shall, without any additional cost to the USDA, APHIS, PPQ, Edinburg, TX, be responsible for obtaining any necessary licenses and permits and complying with any applicable federal, state and local laws, codes, and regulations regarding this requirement. Security The Moore Air Base is a secure facility.� Contractors must be escorted at all times while on site.� Contractors must provide photo ID and sign in/sign out when entering/leaving the facilities at all times.� 52.237-1 Site Visit (Apr 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable.
