- Please complete RFQ attached along with providing information from section M, Evaluation Factors of the RFQ. Technical evaluation of vendors quote will consist of technical capability to provide and perform product specifications and price. Also, the Government will make a ""Best Value"" award that consist of Technical Capabilities, Past Performance, and Price Evaluations. See Section M of the RFQ and must provide all requested information including pricing for quote to be responsive. This is an all or none award *Quotes should reflect pricing on all items for consideration.� **Memo to Vendor: If quoted items are part of a promotion vendor must give the date that the promotion will end.
