Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number: W50S89-21-Q-DN05 is issued as a Request for Quotation�(RFQ) Solicitation Date: 28 April 2021 Description: It is the intent of the Nebraska National Guard (NENG) to establish no more than three Pre-Priced Blanket Purchase Agreements (BPA) to meet the catered lunch meal requirements for members on monthly Regularly Scheduled Drills (RSD) and other periodic requirements.� These BPAs shall not exceed five (5) years and $249,900 (whichever occurs first). Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring supplies and services on an as-needed basis from qualified sources that are readily available and thus eliminates the need for repetitive costly re-procurements. There is no minimum or maximum guaranteed quantity. Estimated usage (our best guess): 3 to 4 weekends a year for 350 to 400 lunch meals on both Saturday and Sunday.� 3 to 4 other training events usual under 150 lunch meals for a period of 3 days or less.� *Due to COVID restrictions, we�ve had 12 weekends a year needing catered meals (100 to 150), however, we are not anticipating this kind of usage in the near future.� �� Quotations Due: NLT 10:00 a.m. CST, 1 June 2021.� Quotes may be emailed to danielle.nuss.2@us.af.mil or danielle.nuss.1@us.af.mil, or delivered to: USPFO for NE P & C, JFHQ Bldg 1, Room 2203, 2433 NW 24th Street, Lincoln NE� 68524-1801. Points of Contact: Danielle Nuss, (402) 309-8269, danielle.nuss.2@us.af.mil FOB Destination: Primary location will be the Nebraska Air National Guard Dining Facility, 2901 NW 24th St, Lincoln, NE 68524.� Another occasional location is Ashland, NE.� Individual BPA Calls will identify location needed and if a location other than Lincoln or Ashland, the company will be contacted to make sure they can accommodate and an additional delivery fee may be included.� Items shall be received NLT the date identity on individual BPA Calls. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a).� The North American Industry Classification System (NAICS) Code is 722320 and the small business size standard is $8M.� Classification Code is 8945 � Food, Oils and Fats. *** To be considered for award, you or your company must be registered with SAM at https://www.sam.gov/portal/public/SAM/. Offerors must provide their DUNS number, CAGE/NCAGE code, and confirmation of their registration along with their quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05, effective 10 March 2021. The Defense Priorities and Allocation System (DPAS) assigned rating is: none. The selected Offeror must comply with the following commercial item terms and conditions. Provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Provision 52.212-2, Evaluation � Commercial Items applies and the following evaluation factor will be considered to meet the minimum requirements of the government: The contract will be awarded on the basis of best value (Technical, Past Performance, and Price).� -Technical approach plan must include but not limited to company�s capabilities (if 3rd party � list of venues providing the meals, other locations able to deliver to, staff availability, etc), delivery procedures, minimum notice times needed for: A new order (BPA Call) Cancel an order To increase number of meals To decrease number of meals -Technical Factor of Menu Options -Past Performance acceptability may be determined based on either Contractor Performance Assessment Reporting System (CPARS) ratings, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontracting Reporting System (eSRS), Supplier Performance Risk System (SPRS) or from other sources (if necessary).� Recency of past performance is determined by work completed within the past three (3) years. The absence of past performance data will be rated neither favorably nor unfavorably (i.e. neutral). Offerors must include a completed copy of the Provision 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
