- The National Library of Medicine (NLM), part of the Department of Health and Human Services� National Institutes of Health, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement to the Exhibition Program at the NLM. The Exhibition Program at the National Library of Medicine produces content about the social and cultural history of science, medicine, and technology for audiences that include experts, specialists, and the general public around the world. This content includes text and media and is transformed for audiences in multiple formats including graphic roll up banner exhibitions and from time to time onsite installations. The online adaption of these exhibitions, as well as stand-alone online exhibitions, typically include Digital Galleries, which showcase curated selections of digitized NLM items, and educational and health information resources. These websites are designed for diverse audiences including scholars, historians, scientists, families, educators, students, and the public at large. Exhibition websites are situated within the History of Medicine Division (HMD) and National Library of Medicine (NLM) wrappers, which can be observed by clicking here https://www.nlm.nih.gov/hmd/about/exhibition/index.html. The objective of this sources sought notice is to conduct market research to identify providers of professional creative and technical services to a) enable the National Library of Medicine to design and produce meaningful exhibition experiences (Exhibition Design) and b) to develop 508 compliant, responsive websites using existing templates and to develop new templates for 508 compliant, responsive websites (Web Design and Production) for the Exhibition Program. Providers will a) create and deliver exhibitions and exhibitions-related products (Exhibition Design) and b) create, code, and program error free, 508 compliant, responsive websites (Web Design and Production). Physical and online exhibitions will effectively communicate historical, educational, scientific, and health related information to diverse audiences with different learning styles and ranges of prior knowledge. Exhibitions and exhibition-related products including online exhibitions will effectively and consistently deploy the information hierarchy established by the Exhibition Program for each project. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541430. The small business size standard is $8.0 million. The government anticipates a period of performance of five years (one base year plus four option years) with an estimated start date on or about January 2, 2022. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Not responding to this sources sought synopsis does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website which can be accessed by clicking here https://fbohome.sam.gov/. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Please limit the response to no more than a total of 8 pages.
