Description
I. Introduction Battelle Energy Alliance, LLC (BEA), the managing and operating contractor for the Department of Energys Idaho National Laboratory (INL) in Idaho Falls, Idaho, is seeking an Expression of Interest (EOI) from industry vendors for a Hybrid Additive/Subtractive Manufacturing System. The targeted features: Hot Wire Deposition (HWD) using commercially available solid wire build media with 5-axis subtractive manufacturing capability. II. Background Key enablers to providing scientific excellence at Idaho National Laboratory (INL) are fabrication and technical support. Maintaining and expanding this important effort allows research to advance beyond existential boundaries while ensuring outcome integrity. The INL Fabrication Enterprise, hereafter referred to as the Enterprise, accommodates science by shaping materials, building components, and providing one-of-a-kind items for experiments and maintenance with exactness while providing innovative technical solutions. Onsite capabilities to create products with state-of-the-art manufacturing systems are essential to accomplishing the INL mission. The Enterprise seeks to expand its onsite capabilities by adding a Hybrid Metal Additive/Subtractive Manufacturing system to its portfolio. III. Concept Description The current concept primary attributes are outlined below: Solid wire build media to eliminate powder storage, exchange, and potential hazards Cladding and component repair capable Interface ability to Mastercam control software 5-year maintenance program IV. System Requirements BEA seeks interested parties capable of providing turnkey Hybrid Metal Additive/Subtractive manufacturing system to the Enterprise. Responses must address and will be reviewed based on the following minimum attributes: Additive features: DED technology using commercially available solid wire build media (powder deposition will not be considered). 5-axis build capability Build volume 12.00 in/305 mm3 Subtractive features: 5-axis machining capability with feed axis (X, Y, Z) travels of 500 mm CAT-40, 12,000 RPM spindle 40 ATC capacity High pressure coolant with air cooling, through spindle while running Integrated inspection probing system Chip tray with E-stop General features: Operation and service manuals Two-year warranty Interested parties who respond with information that demonstrates experience and capability relative to all of the attributes listed above will be considered for a future request for proposal (RFP). BEA anticipates that prospective bidders under the RFP will receive access to electronic versions of the aforementioned conceptual design to support preparation of technical and business proposals. All responses to this EOI must be provided as an attachment in an email message addressed to Jordan Alvarez (Jordan.Alvarez@inl.gov) with the subject line Response to HWD EOI no later than the close of business on May 10, 2021. Responses must be provided as pdf, no more than 4 pages in length, no less than 12-point font, 1-in margins, and no more than 20 MB in size. Only electronic responses will be accepted. Responses submitted by any other means will not be considered by BEA.
