- The U.S. Army Corps of Engineers (USACE) intends to award a single�source Blanket Purchase Agreement with firm fixed-price calls to Personal Strengths Publishing (PSP, Inc�) for their �Core Strengths: Results through Relationships, Core Strengths: Accountability by Choice, Total SDI Programs and Assessments� tool. The Collaboration & Public Participation Center of Expertise (CPCX), which resides within IWR, develops the collaborative capacity of the agency, improving the ability of staff to work together effectively both internally and externally.� One way of realizing this goal is through providing Teambuilding, Leadership and Effective Communication workshops.� A tool frequently employed during these workshops is a personal assessment.� This helps participants learn about themselves and about each other, which assists team formation and effective communication.� No competition is being sought. The PSP Inc. company is the proprietary owner of the instrument, so they are the only vendor for accessing this tool.� Staff supporting IWR trainings have used this product successfully for close to a decade and have found it to be the most effective tool for our purposes of all the tools on the market.� Over the years, several USACE-IWR staff invested numerous hours in becoming certified in this specific instrument to facilitate teambuilding, leadership development, and conflict management programs in support of the mission of the Collaboration and Public Participation Center of Expertise. Additionally, USACE-IWR has expended costs (labor hours and funds) in achieving the certifications that would not be recovered through competition and transition to another tool. Furthermore, no other tool performs the same mix of functions that Core Strengths does. The ordering period for this Blanket Purchase Agreement will be for five years from the date of award, during which period the total value of issued calls will not exceed $250K. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
