Description
This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in� the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation whereas proposals are requested. The solicitation number for this acquisition is W912DQ21Q1028 and is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-05 (effective 30 March 2020). This acquisition is set-a-side 100% for Small Business concerns. The associated North American Industry Classification System (NAICS) code is 561730, �Landscaping Services� and the associated small business size standard is $8M. A list of the contract line item numbers and items (CLINs), quantities, and units of measure are detailed in Section B of this combined synopsis/solicitation. A description of requirements (PWS) for the items to be acquired are detailed in Section C of this combined synopsis/solicitation. The dates, places of delivery and acceptance are detailed in Sections E and F of this combined synopsis/solicitation. FAR 52.212-1, Instructions to Offerors � Commercial, does apply to this acquisition with an addendumto the provision, and is located in Section L of this combined synopsis/solicitation. FAR 52.212-2, Evaluation � Commercial Items, does apply to this acquisition with no addenda to the provision, and is located in Section M of this combined synopsis/solicitation. FAR 52.212-3, Offeror Representations and Certifications � Commercial Items, does apply to this acquisition with no addenda to the provision, and is in Section K of this combined synopsis/solicitation. If the offeror has up-to-date representations and certifications in the System for Award Management (SAM) website, then this completed provision is not required to be submitted with the offeror�s proposal. FAR 52.212-4, Contract Terms and Conditions � Commercial Items, does apply to this acquisition with no addenda to the provision, and the specific clauses required are in Section I of this combined synopsis/solicitation. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items, applies to this acquisition. The specific clauses required are detailed in Section I of this combined synopsis/solicitation. The due date for the receipt of proposal is May 12, 2021 at 10:00 AM (Kansas City Time). Proposals must be submitted electronically at Jaclyn.C.Yocum@usace.army.mil and Christopher.W.Anderson@usace.army.mil by Adobe (pdf) or Microsoft Word (.doc); these are the only acceptable formats for submitting your proposal. The electronic file must be under 8MB�s total to ensure that your emailed proposal is received. Submission of question will be cut-off 3 days prior to the date proposals are due at 4 p.m. (Kansas City Time) in order to ensure adequate time is allotted to form an appropriate response and post each submitted inquiry and amend the solicitation if necessary. Offerors are requested to review the specification in its entirety and review any answers to questions already posted under this advertisement prior to submission of a new inquiry. System for Award Management: In accordance with FAR 52.204-7: By submission of an offer, the offeror acknowledges the requiremen tthat a prospective awardee shall be registered in the SAM database with an active account prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. It is highly encouraged that all prospective Offeror�s start the SAM registration process as soon as possible.
