----AMENDMENT 1: Q&A added (NRMJ0002100439 QA FINAL.docx)---- ***PLEASE SEE ATTACHED COMBINED SYNOPSIS, SF18 AND SOW FOR COMPLETE DETAILS*** The National Oceanic and Atmospheric Administration (NOAA) Global Monitoring Laboratory (GML) operates the world�s premier year-round long-term atmospheric research facility on Mauna Loa in Hawaii.� This is one of NOAA�s four atmospheric baseline observatories worldwide and monitors the composition of air flowing across the Pacific Ocean.� The site is an 8-acre parcel of land, owned by NOAA that hosts both NOAA-science and numerous complementary research projects from universities, federal agencies, and foreign research groups. GML is planning several renovation projects and facility upgrades to the scientific tower, Keeling Building, and smaller facilities adjacent to the Keeling Building.� The Keeling Building is eligible for the National Register of Historic Places, however has not been registered, and is currently used for scientific observations and operations.� The 1950�s-era facility needs upgrades to the electrical, plumbing, and layout to meet modern safety standards, as well as repairs to keep the building functional for its ongoing scientific purpose.� The 40-m walkup scientific tower is planning to be replaced with a similar tower, and the small facilities will be upgraded to increase site safety and better support existing science projects. To make a construction contract award in FY21 for the facility improvements at MLO, NOAA/GML requires drawings to produce construction level documents to be used in the procurement.
