Page 3 of 3 THIS IS A PRE-SOLICITATION NOTICE ONLY: This announcement is provided as an update to previously released Sources Sought Notice (36C25621Q0505). No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS ANNOUNCEMENT. The purpose of this synopsis is to notify potential Service-Disabled Veteran-Owned Small Businesses (SDVOSB s), in accordance with Public Law 109-461 requirement, of this projected forthcoming requirement. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 16 has a requirement at its John L. McClellan (JLM) Memorial Veterans Hospital located at 4300 West 7th Street in Little Rock, AR 72205. The solicitation will require a General contractor to create a Main Entrance at the South canopy/drop-off location and improve patient entry, drop-off, and pick-up at the new Main Entrance while improving safety traffic flow route, parking for patient entry, provide a covered pedestrian walkway connecting the new Main Entrance among other taskings spelled out in its accompanying Statement of Work (SOW). Contractor shall provide all materials, equipment, labor, supervision and expertise necessary to perform general construction, alterations, necessary to fully complete the project as outlined in the (SOW), Drawings and Specifications. This is an active medical facility that will require the contractor in concert with VA representative to mitigate the construction impact on veterans, patients and medical employees during the construction process. Abbreviated SOW: GENERAL / ARCHITECTURAL Existing Conditions Assessment SOUTH ENTRANCE Building was designed in 1980 and built in 1982. The canopy structure is an open-air system with an oculus in the middle of it to let light shine on to the landscaping below the opening. Canopy connects to the south and west faces of the building proper and provides cover for a glass vestibule that is located at the intersection of those two walls. Soffit/ceiling of canopy is a combination of vented panels and solid panels and has recessed lighting in it. The landscaping below the oculus is in an octagon planter made of buff brick and wood benches for seating. Flooring in the covered area of the south entrance is a porcelain tile. The covered area of the canopy is framed by a combination of a 2 -0 thick wing wall and 3 - 0 knee walls all made of the same buff brick the rest of the building is made of. Existing exterior windows and walls of the building proper including the vestibule/entrance are existing to remain and must be protected during demo and new construction activities. ACM, and will require survey/testing Existing Deficiencies SOUTH ENTRANCE Demo all canopy and wing wall elements and generate design options for CAVHS stakeholders to provide feedback during design process. Provide new patient drop-off area and covered pedestrian walkway that connects north and south entrances. Ensure that all elements comply with VA design guides for force protection and accessibility. The existing roof structure is a built-up system and is confirmed to have ACM [reference appendix D] as outlined below: The survey included the south entrance canopy and the north smoke shack There were six (6) suspected asbestos containing materials (SACM) that were identified, and 11 samples were taken and tested Four (4) of the tests came back positive All four (4) positive samples were associated with the canopy roof edge or wall flashing, and all are considered non-friable The approximate ACM area is @ 636 sq. ft. Note: this is only an abbreviated view of the SOW. Please review SOW/Drawings/Specifications that will accompany the solicitation. VAAR 836.204| Disclosure of the magnitude of construction project: The dollar magnitude for this project is between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) is 236220 - Commercial and Institutional Building Construction applies, and size standard is $39.5 Million. Limitations on Subcontracting: The prime contractor must perform at least 15% of the cost of the contract (on-site) incurred for personnel with its own employees or the employees of other eligible SDVOSB s for general construction-type procurements. For construction by special trade contractors, the prime contractor must perform at least 25% of the cost of the contract incurred for personnel with its own employees or the employees of other eligible SDVOSB s. This notice is published only to provide an update for SDVOSB s as this is a total 100% SDVOSB set-aside. In order to be eligible as a SDVOSB, a firm must be registered and verified as a SDVOSB in VetBiz at https://www.vetbiz.va.gov/. All interested firms must be verified as SDVOSB s in VetBiz at the time of proposal submission in accordance with VAAR 804.1103-70 in order to be eligible. This includes Joint Ventures. An active registration in SAM is also required. Registration is available at www.beta.sam.gov. Again, includes Joint Ventures.
