- Description
- NASA JSC has a requirement for one aberration-corrected scanning and transmission electron microscope (STEM) equipped with spherical aberration correctors. �This will enable a finely focused probe scanning across the specimen, allowing images to be obtained in several STEM imaging modes. The STEM is equipped with dual, large-area, x-ray detectors for rapid acquisition of spatially resolved elemental composition maps, a cold field emission electron source for high-resolution spectroscopic measurements, and a direct-detection system for electron energy-loss spectroscopy (EELS) studies. NASA/JSC intends to issue a sole source contract to acquire the item from JEOL USA, Inc.� Under the authority of FAR 6.302-1, it was determined that JEOL is the only company that is able to meet JSC research needs by fulfilling the published specifications for each instrument and the evaluation of the performance of competing instruments. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Amanda Graziosi at amanda.l.graziosi@nasa.gov not later than 2:00 p.m on May 7,�2021.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
