- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER and is not a request for competitive proposals.��The Department of Commerce/NOAA/National Marine Fisheries Service/Office of Law Enforcement, has a requirement for IHS Global�s Maritime Intelligence Risk Suite system (MIRS). �The award will be made using other than full and open competition procedures pursuant to FAR 6.302-1(a)(2)(A), only one responsible source and no other supplies or services will satisfy agency requirements, and Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(2). The associated North America Industry Classification System (NAICS) Code is�511210 and the business size standard is 38.5M.�� This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than May 10, 2021, at 10:00AM(EST). The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.��Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government.��Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.��A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government.
