RFI FOR INTERNATIONAL AIRPORTS ENHANCED SCREENING FOR EMERGING INFECTIOUS DISEASE THREATS OBJECTIVE: May 2021 This is a request for information (RFI) only and does not constitute a commitment, implied or otherwise, that the DHS Countering Weapons of Mass Destruction Office (CWMD) will take procurement action in this matter. Further, the Government will not be responsible for any cost incurred in furnishing this information. This RFI is being used to gather market research for CWMD to aid in decisions regarding strategies to be used, if needed, during large-scale responses to emerging infectious diseases, including pandemics. Specifically, the purpose of this initiative is to assist CWMD with technical and operational services to conduct traveler screening for the threat of emerging infectious diseases at key U.S. international airports as designated within this RFI. BACKGROUND: As applicable with this effort, DHS CWMD is responsible for enhancing and coordinating the biological detection efforts of Federal, State, local, and tribal governments and the private sector to ensure a managed, coordinated response. It establishes additional protocols and procedures for use within the United States to ensure that the detection of unauthorized biological materials is promptly reported for appropriate action by law enforcement, military, emergency response, or other authorities. SCOPE: Recognizing the potential for U.S.-bound airplane travelers to carry communicable diseases into the U.S., and in coordination with the U.S. Department of Health and Human Services (HHS) and the Centers for Disease Control and Prevention (CDC), the DHS CWMD Office will provide operational biological detection support and training at the key international airports outlined (see below) in support of CBP�s traveler entry procedures. REQUIREMENTS: The responding vendor must be able to convey an ability to do the following: Train, exercise and maintain a group of qualified EMS/EMT professionals (the number of which the vendor shall identify ), in an overtime capacity, who will serve as Enhanced Screeners and are able to respond to a request for service within twelve to twenty-four (12-24) hours of notice at each of the listed fifteen (15) airports independently. Conduct Enhanced Screening by way of validating pre-populated information and collecting new information on the CDC Traveler�s Health Declaration Form for travelers arriving into the U.S. with a nexus of travel associated with the respective emerging infectious disease(s) threat. Ensure data is entered into CDC data systems. Description of enhanced entry screening may include but not be limited to the following: temperature checking and observation of physical condition of travelers; may be inside a social distance of 6 feet; may require wearing of PPE (personal protective equipment); may require other forms of health hygiene and safety protocols; and may involve interviewing the traveler for symptoms and epidemiological risk factors. Have demonstrable experience working with CBP at Ports of Entry, CDC at airport Quarantine Stations as well as Airport Authorities. Have access to the following fifteen (15) Secure Airport Terminals (or as many as the contractor identifies on Appendix A). Please complete Appendix A as part of the RFI submission. Contractors and/or vendors should have an established capacity to obtain staff access to the Security Identification Display Area (SIDA) within any of the fifteen (15) airports listed below, to include access to secure Customs and Border Protection areas such as the Federal Inspection Station (FIS) area and the CDC Quarantine Station area. NOTE: Access requirements can vary depending on the airport, and the contractor/vendor would be responsible for researching and meeting these access requirements with the local badging offices at each airport. Most airports require vendors to establish Authorized Signatories before issuing airport identification badges. At some locations, vendors may have to obtain airport security bonds and CBP customs seals (as described in 19 C.F.R. 122.181-189), complete vetting and clearing processes, or fulfill other requirements before staff can obtain the necessary credentials to access SIDA and Customs security areas within the airport. Contractors and/or vendors should consult Appendix A Airports of Interest and select any/all airports listed below that are within their scope, capability, and area of operations. Contractors and/or vendors are also required to indicate on Appendix A whether the airport(s) they can support will require staff members to travel to the airport location(s). Due to efficiency and cost constraints, it is much preferred to have Screening support staff be locally available within daily commuting distance and avoid travel.
