- THIS IS A SOURCES SOUGHT NOTICE and is for informational purposes only.� THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. BACKGROUND. Civil Design and/or other Professional Services are being procured in accordance with Brooks Architect-Engineer (A-E) Act as implemented by FAR Part 36.6, as required for design support primarily for projects within POH AOR. The POH AOR includes State of Hawaii, territories of Guam, Commonwealth of the Northern Mariana Islands (CNMI), Federal States of Micronesia (FSM), American Samoa, and Kwajalein Atoll, and Republic of the Marshall Islands.� Contract capacity may be shared with other U.S. Army Corps of Engineers Districts upon approval by the Contracting Officer and acceptance by the Contractor. The Honolulu District, Army Corps of Engineers is contemplating the award of multiple indefinite delivery contracts (IDCs) for Civil Engineering Services in Support of Military and Civil Works in the POH AOR. The IDCs will have a period of performance no more than 5 years and the amount will not exceed a cumulative total of $30,000,000 for all contracts awarded under the solicitation, over the five (5) year period. Work is subject to the availability of funds. Each task order issued shall be firm-fixed price (as negotiated).� Work under this contract will be subject to satisfactory negotiation of individual task orders. Selection of A-E firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the performance of the required services. Work primarily includes but is not limited to any or all of the following range of Civil Engineering services for a broad variety of minor to major repair, modification, rehabilitation, alternatives and new construction projects primarily in support of the Department of Defense and associated Agencies. All design and other engineering-related services must be performed by or under the direct supervision of licensed professional Engineers. SIZE STANDARD. The North American Industrial Classification Code (NAICS) for this procurement is 541330. This announcement is open to all businesses regardless of size. If a large business firm is selected for this announcement, it must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan for that part of work it intends to subcontract. All interested A-E firms are reminded that, in accordance with the provisions of PL 95-507, they will be expected to place subcontracts to the maximum practicable extent consistent with the efficient performance of the contract with small and small disadvantaged firms. Before a Small Disadvantaged Business is proposed as a potential subcontractor, they must be registered in the database maintained by the U.S. Small business Administration (PRO-Net). Failure of a proposed small disadvantaged business to be registered in PRO-Net at the time the responses are submitted will result in their elimination as a proposed subcontractor. To be eligible for contract award, firms must be registered in DoD System for Award Management (SAM). Register via the SAM internet site at https://www.sam.gov. If your firm is interested and capable of performing the work identified above, please provide a response to this sources sought. Interested prime contractors should submit the following: a. Declaration that your firm intends to submit a proposal for this project should it be formally advertised. b. CAGE Code and DUNS number and expiration date in SAM.GOV. c. Size of firm (large or small), to include category of Small Business if applicable, such as 8(a), HUBZone, SDVOSB, WOSB, etc. d. Statement of Capability (SOC) stating your firm's skills, experience, past performance, and knowledge required to perform this work.� Your firm shall identify whether any work stated in the SOC was completed independently as the prime contractor or affiliated with another contractor (joint venture or sub-contracted). For each project listed in your SOC, please provide a title, contract number, total contract amount, location, and project description. Limit your past experience / performance information to no more than three (3) projects. e.� Responses shall be no longer than five�(5) pages in length. Email responses are required.
