Description
1 This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although ""proposal,"" ""offeror,"" contractor, and ""offeror"" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as ""proprietary"" or ""confidential,"" intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, NY for the purpose of collecting information about installation of fire alarms system. The VA is seeking to provide for this requirement as of July 01, 2021. The NAICS code identified for this requirement is 561621 Security Systems Services (except Locksmiths). The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Mariangie Rivera at Mariangie.Rivera@va.gov. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service-Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. Statement of Work (SOW) VA Hudson Valley Healthcare System Background To comply, the Fire Department is requesting installing a fire alarms system at the NY Hudson Valley Montrose, NY. There are three rooms in building 52, not equipped to handle overnight employees or patients as sleeping quarters or DOM's. Therefore, additional detectors are needed for installation in these three rooms, which were previously office space. Objective The purpose of this requirement is to obtain a contract for the installation of fire alarm systems. Franklin D. Roosevelt (FDR) Montrose has a fiber optic network in addition to the EST-3 system. Building 52 requires installation, programming, and testing of three Photoelectric Addressable Smoke Detectors/ Low-Frequency Sounder Bases installed in rooms 224, 229, and 232. Scope of Work Contractor shall provide the following: Three (3) Photo Smoke Detector Rooms for 224, 229, and 232. Three (3) Low-Frequency Sounder Base Rooms for 224, 229, and 232. One (1) Fire Alarm Programming FA Programming - Local FA and Fireworks Computer Modification. One (1) Electrical Material Conduit, Wire, and Boxes 16 hour - Labor Installation Labor and Testing Period of Performance The Contractor has 40 days to deliver items from the date of award. Place of Performance VA Hudson Valley Health Care System FDR-Montrose Campus Building 52, Rooms 224,229, and 232 2094 Albany Post Road Montrose, NY 10548 References National Fire Protection Association (NFPA) 72: National Fire Alarm Signaling Code Link to NFPA https://www.nfpa.org/ Safety Codes / Certification / Licensing The Contractor shall abide by IAW NFPA 72 National Fire Alarm and Signaling Code. 29.8 Detection and Notification. The use of fire alarm system smoke detectors and notification appliances shall be permitted to meet the fire-warning requirements for smoke alarms specified in 29.8.1. 29.8.1* Required Smoke Detection. 29.8.1.1* Where required by other governing laws, codes, or standards for a specific type of occupancy, listed single- and multiple-station smoke alarms shall be installed as follows: * In all sleeping rooms and guest rooms * Outside of each separate dwelling unit sleeping area, within 21 ft (6.4 m) of any door to a sleeping room, with the distance measured along a path of travel On every level of a dwelling unit, including basements On every level of a residential board and care occupancy (small facility), including basements and excluding crawl spaces and unfinished attics * In the living area(s) of a guest suite In the living area(s) of a residential board and care occupancy (small facility) IAW NFPA 72, National Fire Alarm and Signaling Code, 2019 Edition - Chapter 10 Fundamentals 10.5.3.1 * Inspection Personnel. Inspections shall be performed by personnel who have developed competence through training and experience that are acceptable to the authority having jurisdiction or meet the requirement of 10.5.3.4. 10.5.3.2 * Testing Personnel. Testing personnel shall have knowledge and experience of the testing requirements contained in this Code, of the equipment being tested, and of the test methods. That knowledge and experience shall be acceptable to the authority having jurisdiction or meet the requirement of 10.5.3.4. 10.5.3.3 Service Personnel. Service personnel shall have knowledge and experience of the maintenance and servicing requirements contained in this Code, of the equipment being serviced or maintained, and of the servicing or maintenance methods. That knowledge and experience shall be acceptable to the authority having jurisdiction or meet the requirement of 10.5.3.4. 10.5.3.4 Means of Qualification. Qualified personnel shall include, but not be limited to, one or more of the following: (1)* Personnel who are factory trained and certified for the specific type and brand of system being serviced (2)* Personnel who are certified by a nationally recognized certification organization acceptable to the authority having jurisdiction (3)* Personnel who are registered, licensed, or certified by a state or local authority to perform service on systems addressed within the scope of this Code, either individually or through their affiliation with an organization (4) Personnel who are employed and qualified by an organization listed by a nationally recognized testing laboratory for the servicing of systems within the scope of this Code 10.5.3.5 * Programming Personnel. 10.5.3.5.1 Personnel programming a system shall be certified by the system manufacturer. 10.5.3.5.2 System installation personnel shall be permitted to configure systems in the field per manufacturers published instructions. 10.5.3.5.3 System end users shall be permitted to manage system operation per manufacturers published instructions or training. 10.5.3.6 Evidence of Qualification. Evidence of qualifications shall be provided to the authority having jurisdiction upon request. Qualifications The Contractor must provide certification that they are a Fire Alarm System Agent (FASA) and shall demonstrate that they are capable and qualified to work on the EST3 fire alarm systems.
