Description � The purpose of this acquisition is to acquire four (4) signal source instruments each: R&S 1322.9900.27 (FSWP-B64), R&S 5930.0015.00 (CAL-MAN), R&S 5930.0080.00 (UPG). This is a sole source requirement. The required supply items are commercial in nature and Rohde & Schwarz USA, Inc. is the Original Equipment Manufacturer (OEM) and has no authorized resellers for these items. There would be substantial duplication of cost and unacceptable delays if another source were qualified. This equipment is necessary to complete the requirements of the VDATS Systems Integration Lab (SIL) Augmentation build. VDATS is the Air Force station of choice and completely owned and managed by the Air Force. All equipment is strictly managed and approved prior to use in a VDATS station. Deviation of equipment is not authorized as governed by Technical Order (TO) 51V10-1-19-1 because of system operating software, obsolescence cost of replacement, and commonality between stations. Item shall be new and include the original manufacturer's warranty. To support an alternative source would result in considerable time and training to obtain the current level of expertise and efficiency and would incur substantial additional costs.
