- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M2-21-Q-00703 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-05. The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of National Marine Sanctuaries (ONMS) Monterey, CA, has a requirement for Ship Repairs for the R/V Fulmar in accordance with the attached Statement of Work.� The required Period of Performance is 06/01/2021 � 05/31/2022. The Government will award a firm fixed price contract based on Best Value/Trade Off. Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote.� This RFQ is 100% set aside for small businesses. The associated NAICS code is 336611, Ship Building and Repairing. The size standard is 1,250 employees. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any, and; Certificate of Insurance Completed Past Performance Reference forms for no more than three past performance references similar in size and scope and completed or in progress within the last three years. Information shall include: Contract Number (If applicable) Name and Address of the Government Agency or Commercial Entity Brief Description Of Work/Services Provided and the Relevance to the requirements herein Point of Contact with Current Phone Number and E-Mail Address Date of Contract Award Period of Performance Initial and Current Contract Value All questions must be submitted in writing to Natasha.Thieman@noaa.gov by 11:00 A.M. Eastern on May 12, 2021. Telephone inquiries will not be honored. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on May 18, 2021; any award resulting from this RFQ will be made based on Best Value/Trade Off. Quotes must be submitted electronically via e-mail to Natasha.Thieman@noaa.gov. The anticipated award date is on or about May 25, 2021. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt. ** Please note: Upon contract award and before any service begins, the contract issued requires the Contractor to provide evidence meeting the NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy in accordance with the NOAA Acquisition Manual (NAM) Contract Clause 1330-52.222-70.** Site Visits shall be scheduled and completed no later than May 10, 2021.
