Description
(i)� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)� The solicitation number is 75P00121Q00055.� The solicitation is issued as a Request for Quote (RFQ) (iii)� This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. (iv)� The corresponding NAICS code is 562998 and the small business size standard is $7 million. (v)� List of contract line item number(s) and items, quantities and units of measure � N/A (vi)� Description of Requirements � The US Department of Health and Human Services (HHS), Program Support Center (PSC), Real Estate, Logistics, and Operations (RLO), requires grease ductwork cleaning services at 5600 Fishers Lane, Rockville, MD 20857, as described below. Main Kitchen & Serving Area: As required by Montgomery County standards (Quarterly) Clean hoods located in the kitchen area. Hood #1.055 (two grease extractors), #1.068 (two grease extractor), #2.019 (one grease extractor), #2.037 (one grease extractor), and #2.028 (one grease extractor) Clean total number of filters. Each hood has its set of filters, see above for quantity. Each horizontal run has a grease collector (3 total). Clean all duct work. Clean fire suppression plumbing, sensors, and grease drip trays. Clean 3 grease fans (KE-19-1 thru 3) assembly fan unit. General Work Perform all kitchen exhaust cleanings in accordance to specifications below. Schedule all kitchen exhaust cleanings in advance and in strict accordance with the frequencies specified (quarterly). Service kitchen exhaust systems upon HHS discretion. Perform cleaning services at the time agreed. All services shall be performed by IKECA trained technicians. An IKECA certified technician will be on site to supervise cleaning services. Adhere to OSHA and IKECA cleaning and safety standards. Cleaning Specifications All interior ductwork, air flow portions of fans, and hood areas are to be left completely free of grease and carbon (all ductwork cleaned down to bare metal) unless otherwise noted. (Exhaust fan only) This does not include the make-up air or A/C system. No coatings are to be sprayed onto the clean ductwork after cleaning (example: fire protection powder, lime powder, etc.) Working areas around and by exhaust vent systems will be protected and left clean (in condition found at start of job) after the job is complete. This includes areas around/under ducts, fans, roofs, hoods, floors in working areas, ceilings under ducts, etc. Electrical outlets and connections shall be protected in, around and under the cleaning areas. Stainless hoods are to be polished inside and out unless otherwise requested. The ductwork shall have adequate access so all interior portions can be visible for an inspection by the customer and any inspectors after cleaning. Additional UL listing access will be installed at customer expense prior to or during the cleaning, if needed. No part shall be left inaccessible without detailed written documentation to be given to customer immediately following job completion. The kitchen equipment power and gas are to be reconnected with pilot lights relit where applicable. The exhaust system is to be restarted at the end of the job and any obvious problems with the wiring or fan condition should be noted on the work order. This also should be reported to the maintenance staff ASAP. A certification sticker showing the job completion date and the next recommended cleaning month and year shall be applied to the hoods of the systems cleaned, at the end of the job. A follow up report (job check out) by email will be completed by the Cafeteria Manager as soon as possible after the cleaning. The opening manager should voice any concerns immediately. Problems found by cafeteria staff should be addressed at this time (wiring, leaking ductwork, etc.). Provide HHS before and after pictures of each cleaning. No use of toxic or flammable solvents or cleaning aids. Cleaning chemicals will not be applied to fusible links or other detection devices of the automatic extinguishing system (NFPA 96, 2004 Edition, 11.4.7). Use plastic sheeting to protect all kitchen equipment and the surrounding area of the hoods from overspray. In addition, whenever possible, plastic should extend from floor to ceiling. All hoods will be �bagged/tarped� with plastic to collect wastewater for proper and lawful disposal. Plastic sheeting will only be attached to hood canopies with duct tape and spring clamps. Plastic will never be wedged between the hood and the back wall using putty knives, scrapers, cardboard, etc. Wastewater and debris washed out of the hoods/ducts will be collected in containers and poured down the mop sink drain. Clean, hot water will be run down the mop sink drain continuously for several minutes after wastewater disposal to flush/clear the drain line to the grease trap. Scrape, degrease and chemically steam clean all vertical and horizontal ductwork down to bare metal, removing all combustible material. If ductwork for exhaust systems exceeds � inch of buildup between cleanings, notify HHS point of contact and the cafeteria manager. Berm around all rooftop exhaust fans in order to catch and contain all greasy water and debris. Ensure that no greasy water and/or debris escapes down roof drains or roof scuppers. Greasy water and debris will be collected with wet/dry vacuum equipment, removed from the roof, and disposed of in the kitchen mop sink. Clean hot water will be run down the mop sing drain continuously for several minutes after wastewater disposal to flush/clear the drain line to the grease trap. Scrape, degrease, and chemically steam clean all exhaust fan housings, fan blades, fan blade assemblies, and grease catch units down to bare metal. Kitchen equipment in the surrounding work area shall be wiped down, and the floor surrounding the hood shall be wet mopped to remove grease. Debris, grease, dirt, etc. generated by the cleaning process shall be cleaned from sidewalk areas. Upon completion of the cleaning process, contractor will use stainless steel polish on the hood�s exterior surface, re-install all access panel doors with the proper bolts, screws, and fireproof sealants as required. Duct insulation will be re-wrapped and secured to its original condition. Upon completion of the cleaning process, contractor will re-position dampers and/or diffusers to ensure proper airflow. Upon completion of the cleaning process, contractor will return all electrical switches and system components to an operable state. (vii)� Date(s) and place(s) of delivery and acceptance and FOB point. The HHS PSC RLO desires one 12 months base period and four 12-month option periods. The location of work performance shall be 5600 Fishers Lane, Rockville, MD 20857. (viii)� The provision at FAR 52.212-1, Instructions to Offerors � Commercial Items, applies to this acquisition. (ix)� The provision at FAR 52.212-2, Evaluation � Commercial Items, applies to this acquisition.� Award will be made to the low price, technically acceptable offeror. Offerors must fully explain how it will meet all criteria detailed at item vi, Description of Requirements, above. Any work to be subcontracted out must be fully explained. Offerors must include evidence in its response that all services will be performed by IKECA trained technicians. The following factor will be used to evaluate offers: The vendor�s detailed acknowledgement that all work herein (vi) Description of Requirements will be performed. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (x)� Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications � Commercial Items, with its offer or acknowledge its registration in the System for Award Management (www.sam.gov) Online Representations and Certifications Application.
